It is not my habit to make just a quick simple link to another blog, but just now I saw such a a nice example of  anthromorph mapping that I just put the picture here with a a link to the full caption on the most appreciated blog “Strange Maps” (the Netherlands on the top of the hat and Italy as the boot with a heel).

New years day is a nice day for launching new things… so today I had the honor and pleasure to launch the new web blog of Luud Schimmelpennink and his Y-tech crew: WITPLAN

Het is nu de tweede keer in één jaar dat via de Kamer van Koophandel Amsterdam (en wellicht andere kamers in andere steden) een poging gedaan wordt om mijn bedrijfje alsook grotere bedrijven op te lichten. Maakte zo net mijn post open en vond een rekening voor een product of goed dat ik nooit besteld heb: “Office 9 Pro, WIN, NED, CD Multilingual.” Alles keurig… referentienummer, datum, BTW em in de voeter van de brief een hele rits gegevens: KvK nr. 34194095, BTW nummer en zo meer, van de postbusnummer firma Eurod Credit Management AAA B.V.

Nepfactuur voor een niet bestaand product van een nietbestaande vestiging in Nederland (er bestaat een UK versie van deze firma die zo op het oog lijkt te bestaan).

Een doorzichtige truuk, maar wel met zorg gepland. De datering van de factuur = 2009-12-18 en de 14 daagse betaaltermijn verstreken op 2010-01-04. Met Nieuwsjaarsdag komend jaar op een vrijdag zullen sommige nette optijdbetaalders (ikzelf behoor jammmer genoeg niet tot die categorie) die nog voor de kerst hun postbakje leegmaken, die rekening stomweg betaald hebben… Kassa voor de spookfirma OfficeExpert.

De bezorger van dit fraais was het bedrijf SVERIGE … en in het Zweeds staat er dan ook “Porto Betalt” in het postzegelrechthoekje rechtsboven op de enveloppe.

Het telefoonnummer van ‘OfficeExpert’ blijkt te bestaan… maar dan in de vorm van een antwoordapparaat en ik belde na 17 uur en niet binen de aangegeven tijden van negen tot vijf.

Is dit een een strafbare handeling? (uit de kleine lettertjes zou kunnen blijken dat het slechts om een aanbieding gaat) Is het op het randje van het legale? Het burgerlijk rechtboek zal het leren, duidelijk is wel dat het gemak waarmee fraai ogende documenten heden ten dage geproduceerd kunnen worden en de massa referentienummers die onze maatschappij personen en rechtspersonmen oplegt –  als keerzijde al snel de indruk wekken dat zo’n waslijst van referenties wel iets legaals zou moeten zijn. Zulke omstandigheden maken dergelijke marginale oplichtingspraktijken al te gemakkelijk en het lijkt er op dat de bron van dit alles te vinden is bij een keurige legale organisatie: de Kamer van Koophandel.

Vraag blijft nog of het nu zo is dat het gehele adressenbestand van de Kamer van Koophandel en/of Gouden Gids voor iedere kruimeloplichter voor een paar zwarte centen te koop is. Het enige onnut dat ik van de Kamer van Koophandel heb is dat ik ieder jaar een rekening van ze krijg en dat ze voorts – zonder daar ook maar ooit mij in gekend te hebben – voortdurend politieke lobby voeren voor zaken waar ik falikant tegen ben: meer autowegen, meer parkeergarages, ruimere openingstijden van winkels, ga maar zo door. Tot mijn opluchting zie ik dat een heel aantal andere critische betalers de factuur onder de rubriek “oplichting” hebben geplaatst en er blijkt zelfs een gespecialiseerd “Meldpunt Acquisitiefraude” te zijn die dit truukje al geregistreerd heeft. Ook de TROS Radar consumenten website maakt er melding van… dat stemt hoopvol.

Wel zal ik toch maar die publieksrechtelijke bedrijfsorganisatie (pbo), in het bijzonder de Kamer van Koophandel (een van de erfenissen van het corporatistische staatsmodel van Mussolini, Salazar en Hitler in de Nederlandse staaatsstructuur) (*) verzoeken om antwoord te geven op deze vragen:

Is het zo dat uw organisatie de Amsterdamse of of enige andere Nederlandse Kamer van Koophandel, op enigerlei moment het adres van mijn bedrijf verkocht heeft, of op andere wijze ter beschikking gesteld heeft , aan “OfficeExpert” of Euro Credit Management AAA B.V., of aan enige andere organisatie die gebruikt maakt van het Kamer van Koophandel nummer “34194095″ of het BTWnummer “8123.60.618.B01″, of aan enig rechtspersoon die gebruik maakt van het adres Postbus 12119, 1100AC te Amsterdam, of aan enige andere firma die gebruik maakt van het telefoonnummer “020-5248307″, of verbinding onderhoud met navolgende internetadres “www.officeexpert.biz”?

Zo ja, wilt u dan per direct deze firma en alle daarmee verbonden personen uit uw registers schrappen.

Zo nee, hoe kan het dat ik een spookfactuur van deze firma ontvang en met mij vele andere firma’s die als enige overeenkomst met elkaar hebben dat zij allen in uw adressysteem te vinden zijn.

Is het, in het laatste geval, dan zo dat u denkt dat deze firma op onwettige wijze uw adressenbestand in bezit heeft gekregen? Zo ja, gaat u dan juridische stappen tegen deze firma te ondernemen?

In alle gevallen verzoek ik u bij deze niet langer mijn firmanaam en adres voor enig ander doel dan het functioneren van uw belastingtechnische taak, te gebruiken en mij schriftelijk van het feit op de hoogte te stellen dat het te koop aanbieden van mijn adresgegevens voortaan geblokkeerd is. Mocht u aan deze laatste wens niet kunnen voldoen, dan zal ik mij uit de registers van uw organisatie uitschrijven en tevens de Rijks Belastingdienst en de KvK toezichthouder de SER meedelen dat het niet to de plicht van een ondernemer in Nederland kan behoren om ingeschreven te zijn bij een organisatie die niet in staat is om de bij haar aangesloten rechtspersonen te vrijwaren van SPAM en zwendel.

Nu zo ongeveer zal mijn nieuwsjaarsbrief aan de Kamer van Koophandel Amsterdam gaan luiden… Oplichters zijn wellicht de peper in de maatschappelijke pap en domheid is het speelveld van deze sportlieden, maar mijn persoonlijke erger is dat ik nu meebetaal – door mijn gedwongen Kamer van Koophandel lidmaatschap-  aan deze tak van sport die ik niet wens te sponsoren.

(*) Het is wellicht nuttig om in herinnering te brengen dat het idee van de publiekerechtelijke bedrijfsorganisatie (pbo) stamt uit het corporatieve staatsbestel zoals met name uitgedacht en in de praktijk gebracht door Mussolini en daarna nagevolgd door nieuwere staten met sympathie voor dit staatsmodel (Hitler Duistland en Salazar Portugal). Arthur Seyssinquart de beheerder van Nederland tijdens de Duitse bezetting was degene die dit model in de vorm van bedrijfschappen ingevoerd heeft. Ik kan mij niet herinneren ooit iemand verkiesbaar of afzetbaar gesteld te zien worden voor zoiets als een Kamer van Koophandel.

“Het is net een minaret” zei mijn oom – die decennia lang kunstgeschiedenis studeerde – op één van onze zondagmiddagwandelingen door het volstrekt stille Haarlem  en hij wees omhoog naar de ranke toren van de Bakernesserkerk. Ik keek langs zijn vinger  naar het suikerwitte torentje dat fel afstak tegen de blauwe lucht. “Aha… dat is nou een minaret”, dacht ik, een woord dat ik als jongetje – nu meer dan een halve eeuw geleden – enkel kende als een vreemd woord uit de sprookjesverhalen van duizend-en-één-nacht zonder mij daarbij een beeld te kunnen vormen. Of  ik ook uitgelegd kreeg dat de christelijke kerktoren galmgaten had waarachter beierende klokken tot gebed opriepen en dat het de stem van de priester was die van de bovenste trans van de minaret naarbeneden riep om hetzelfde te bereiken, weet ik me niet meer te herinneren. Die klokken kende ik wel uit het aan Haarlem vastgegroeide villadorp Heemstede waar ik een deel van mijn jeugd doorbracht. Zondagen waren galmdagen en dat geluid kwam van twee of drie kanten. De katholieke klokken, de protestante klokken en van de laatste zijn er dan meestal meerdere exemplaren in toendertijd Nederland. Wij waren niet kerkelijk en beschouwden de in twee richtingen voorbijtrekkende gelovigen als een vermakelijk schouwspel. “Kijk daar gaan de papen”, zei mijn stiefvader dan, als weer een kinderrijke stoet – onder wegstervend gebeier – voor het venster van onze twee-onder-één-kap-villa voorbijkwam.

Since immemorial times in cultures across the world musical instruments like bells and drums have been used to warn people of imminent danger – but also to call people to religious service, marking important moments in worship and seeking to connect to God". The Dutch even had a special web site for ringing bells: klimaatklokkenluiden.nl

“Honderden kerken luiden klokken voor klimaat”  kopt het NRC/Handelsblad van 13 december 2009 en dit bericht bracht mij het beeld van die ranke Bakernessertoren uit mijn jeugd in herinnering. Zouden de moskeeën ook meedoen was mijn eerste gedachte, met dit wereldwijd beieren voor een beter klimaat en het ceremonieel ondertekenen van matigingsbeloften van kerkeraden en gelovigen? Een wat ongemakkelijke internet-zoektocht leverde uiteindelijk een helder antwoord: ook de Islam roept op tot een beter klimaat, waarbij ik in het midden laat of dit vanaf de trans van een minaret gebeurd. De groot-moefti  van Egypte Sheikh Ali Goma onthulde zelfs een zevenjarig Moslim actieplan op een voorbereidende bijeenkomst  op de Klimaattop in Kopenhagen – afgelopen november – van de Alliance of Religions and Conservation, met tweehonderd vertegenwoordigers van negen religies. Een prestigieuse bijeenkomst in het Britse Windsor Castle geopend door Prins Philip en de Secretarias Generaal van de Verenigde Naties Ban Ki-moon. De moefti schilderde zijn gehoor een verbazingwekkend voortvarend plan, waarbij als de traditionele wetten op het gebied van voedsel weer nageleefd zouden worden, dit een terugkeer tot  organisch en lokaal voedsel  voor miljoenen mensen zou betekenen. Tien van de meest heilige steden van de Islam gaan hun energiegebruik dusdanig aanpassen in de komende vijf jaar  dat zij ook in milieuzin ‘groene steden’ genoemd kunnen worden (ik neem aan dat Dubai niet in dit plangebied opgenomen is, of is de recente beursval van dit superverkwistende toeristenparadijs een teken Gods?). Om alle misverstanden te vermijden herinnerde de moefti zijn gehoor eraan dat het beschermen van het klimaat  als zodanig tot “religieuse plicht”  van iedere rechtgeaarde moslim beschouwd dient te worden, wat naar zijn zeggen een kwart van de wereldbevolking tot voorvechters van het milieu zal maken.

Ook de andere kerkleiders die  aan de oecemenische milieutop deelnamen gebruiken hun traditioneel arsenaal, waarbij de christenen als van ouds hun gereedschap van schuld en boete aangrepen. De eerwaarden spraken van de noodzaak van het brengen van een “klimaatoffer” , waarbij gelovigen een document tekenen om in hun dagelijks leven meer aandacht te geven aan de gevolgen voor het milieu van hun dagelijkse handel en wandel. De driehonderddduizend handtekeningen die uiteindelijk in Kopenhagen aan de klimaatsecretaris van de Verenigde Naties overhandigd werden zijn wel een schamele oogst van de zieleherders van zoveel wereldreligies, maar het is duidelijk, het gaat niet om een formulier met een handtekening, maar om de geestesgesteldheid van de gelovigen en de daaruit volgende levenswijze.

Als ik in de berichtgeving over het ‘klokbeieren voor het klimaat’ de verwijzingen volg zoek ik tevergeefs naar enige oproep van religieuse leiders om de bevolkingsaanwas te stuiten.  De openingspagina van de officieële website van de “Alliance of Religions and Conservation” (ARC) heeft een handige zoekfunctie, maar de volgende zoektermen hebben beiden als resultaat “no matches found”: ‘birth control; ‘population control’. Gelukkig geeft het woord ‘overpopulation’ één hit onder de hoofdstuktitel “How we work with the faiths”, met de uitspraak: “Adult Female Literacy is a concern of many faiths and has been shown to be one of the most effective ways of dealing with overpopulation.” Concrete uitspraken op het gebied van individuele geboorteperking  staan laag op de agenda van de ARC. Slechts twee regionale voorbeelden zijn te vinden in  een recent ARC rapport “Many heavens, one earth – faith commitments to protect the living planet”: het vrijwillig terugdringen van bevolkingsgroei in Iran op basis van een uitspraak van Mohammed dat een man “enkel zoveel kinderen moet hebben als de aarde toestaat” en een lokaal initiatief in Cameroon van de Presbyteriaanse kerk voor gezinsplanning. De deelname van de Katholieke Kerk aan dit wereldforum zal daar niet vreemd aan zijn. In de laatste encycliek van Paus Benedictus XVI “Caritas In Veritate“, die dateert van deze zomer en als boodschap van de Paus aan de wereldklimaat conferentie gezien kan worden, staan wel roerende passages over “respect voor het leven” en de “verwerpelijkheid van gedwongen kinderbeperking en abortus” (zoals in China en India), maar het Vaticaan blijft verder steevast het gebruik van condooms en andere voorbehoedmiddelen verbieden. Ook de andere religies hebben weinig te melden over deze vrijwillige vormen van beperking van bevolkinsggroei. Is “voor het luiden van de klok de kerk uit” dan mogelijk de stilzwijgende oecemenische praktijk om het offer van ‘beperking van het nazaad’ te brengen?

Bij het artikeltje over de beier-actie tijdens de klimaattop in Kopenhagen in NRC/Handelsblad staat ook een interactief schema onder de noemer “mijn klimaatoffer in 2010” en de lezer kan doorklikken naar een pagina waar meer profane vormen van offers aan het klimaat opgesomd worden. Het simpele lijstje met 19 punten is volgens de journalisten ontleend aan het boekje “Red de wereld” van Alex Shimo-Barry (changing your Co2 footprint) en het is opvallend dat – zo vlak voor de kerstdagen die sinds de algemene invoering van centrale verwarming bekend staan om “de baby-boom onder de kersboom” – met geen woord gerept wordt over het offer om dan maar dat extra kerstkind niet te maken. Hoeveel ton Co2 uitstoot zou dat niet schelen, voor een niet gemaakt Nederlands kinderbijslagkind? Zeker het tienvoudige van de opgeleverde besparing van de arme Chinese plattelandsmoeders die – na hun eerste kind - gedwongen gesteriliseerd en geaboteerd worden  en waar ook gevallen zijn van corrupte dorpspartijbonzen die afgenomen kinderen op de buitenlandse adoptiemarkt te koop aanbieden. Hieronder één van de vele documentaires die de laatste jaren over dit onderwerp gemaakt zijn, waarbij de documentaires met christelijk-evangelische en vaak ook anti-communistische betogen, niet mijn voorkeur hebben. Zeker is dat het Malthusiaanse argument dwars door alle levensovertuigingen heen pleegt te snijden, zo pleitte Clara Zetkin – voorvechtster van het socialisme en de vrouwenemancipatie een eeuw geleden – voor het zich vermeerderen van de arbeidersklasse om uiteindelijk de overmacht te krijgen, als was zij een communistische Paus. De hier getoonde documentaire is van de Amerikaans-chinese studenten Wilfred Chan and Tim Tan en heeft eeen ‘middenweg-rhetoriek’ waarbij enerzijds het succes van China’s “most dramatic reduction of birth rate world wide”  wordt belicht, maar ook aandacht gegeven wordt aan de persoonlijke drama’s en de onvoorzienen ‘gender-discrimination’ van de ‘één kind politiek’: “such a simple approach to the population can never work.”

Terug van het huidige China met niet alleen gedwongen sterilisatie en abortus, maar ook zeer hoge geldboetes voor overtreders van het één-kind programma naar het evenzeer overbevolkte Nederland met haar kinderbijslag…

Recent combined action of trade unionists both social-democrats and christian, to stop the ever expanding sunday shopping craze in big city centers in the Netherlands. The ChristenUnie is one of the three political parties that forms the actual Dutch coalition government and one of their policy spearpoints is the pushing back of consumerist sunday shopping practice. "Shops leave the sunday in peace/let it is rest" is the slogan on the trade union posters. Reactions to this initiative are mixed. Some see it as hardline re-christianization, others recognize the ecological aspect. I have seen no direct link made between the climate policy and the sunday rest actions, though it would certainly make a big difference. Is it religious fundamentalist that in the end will point the way to a green future?

De klokken van de katholieke Mozes en Aaron-kerk bij mij aan het Amsterdamse Waterlooplein hebben vandaag niet – zoals aangekondigd – geluid. Of dat toeval is weet ik niet te zeggen. Sinds decennia is er geen sprake meer van een practiserende katholieke kerkgemeenschap in de binnenstad en of de klokken electrisch geluid kunnen worden is mij onbekend. Wel vormden zich in de loop van de ochtend de gebruikelijke files van de Amsterdamse koopzondag, waarbij de zich vervelende provinciemensen geen zondagwandeling in hun buurt gaan maken maar zich per auto naar de hoofdstedelijke koopkathedralen van Vroom en Dreesman tot de Bijenkorf en al wat daar tussenligt spoeden. Een oproep om kooplust op zondag te bedwingen en de heilige koe die dag op stal te laten zou toch een zinvolle daad van de kerkleiders hebben kunnen zijn, maar het is enkel de partij van de ChristenUnie en de vakbonden die zich hiervoor sterk weten te maken. Eens in de zoveel jaar hebben wij één enkel autoloze zondag in bepaalde delen van de stad en ook daartegen weert zich de koop- en autolobby hevig. De vraag is vooral of het wel een offer is dat we moeten brengen om zoiets als de koopzondagen op te geven en niet meer een moment van bevrijding van productie- en consumptiedwang.

Wie eventjes buiten de gebruikelijke kooproutes door de stad gaat, loopt nog steeds langs redelijk stille zondagmiddag-grachten. Minaretten zijn er – voorzover ik weet – nog niet in de Amsterdamse binnenstad, maar die zouden er met hun rankheid niet misstaan. Er zijn ook meerdere oudere voorbeelden van bouwwerken met een orientalistische inslag in Amsterdam te vinden als praktisch voorbeeeld van inpassing en verweving van bouwstijlen. De oproep tot gebed vanaf een minaret, zeker als die niet electrisch versterkt weergeven wordt, kan heel mooi zijn. De verstrooide klanken van de  vele carillols in de binnenstad zijn tot het cultuur- en geluidslandschap van deze stad gaan behoren, de verklankte thema’s gaan heden ten dage van religieus tot werelds en weinigen voelen er nog de kerke-dwang in die er uiteindelijk aan ten grondslag lag.

De World Council of Churches deed mee aan de oproep voor het Klimaat-Alarm van afgelopen zondag en richtte daarvoor een webpagina in, daarbij vrijwel het hele omroeparsenaal van priesters opsommend: “Let the bells ring, the conch shells, drums and gongs sound 350 times for climate justice! (…) Time to listen to the drumbeat of creation // Time to act for climate justice // Time to listen, to wait and to hope for the birth of Christ.”  Bij die laatste zinssnede wordt ik ideologisch weer klaarwakker en begrijp dat het ook het ecologisch evenwicht van  de oecemene en de alliantie van kerkgenootschappen nog nog ver uit balans is, iets dat overigens evenveel voor- als nadelen heeft, want een al te eendrachtig optreden van kerkvaders zou de basis van even zovele kerkstaten kunnen zijn en dan zijn we – democratisch gesproken – weer terug bij af. Ik mis in het priester instrumentarium van de World Council of Churches vooral nog de zang vanaf de minaret en denk tegelijkertijd aan een concert uit 1994 gecomponeerd door Peter Schat voor carillons en kerkklokken met exact dezelfde titel: ALARM: “een reactie op de toenemende etnische spanningen in de wereld en de daaruit voortvloeiende oorlogsdreiging.” Het is slechts een enkele maal uitgevoerd en de nog grootsere plannen van de in 2003 overleden componist voor een wereldoncert op alle beiaards van de wereld bleef in een conceptfase steken en behoort tot  zijn Unbegonnene Werken. Gelukkig is er een mooie geluidsopname van het Alarm-concert en terwijl ik er nogmaals naar luister ben ik weer een jongetje en stel ik mij een woud van kerktorens, minaretten en tempels voor met daverende kerkklokken, klingelende bellen, dreunende gongslagen en verstrooide zangstemmen … duizend-en-méér-dagen voor een beter klimaat!

Het democratisch systeem van Nederland is merendeels gegrondvest op burgers die door middel van verkiezingen dat wat “hun macht” genoemd wordt afstaan aan volksvertegenwoordigers van allerlei aard. Dat mandaat, dat afstaan van macht, duurt voor de meeste gedelegeerde machtstructuren om en nabij anderhalf duizend dagen, pas daarna kan een burger weer blijk geven van instemming of afkeuring met wat er in de tijd van zijn/haar verstoken zijn van macht, gebeurd is. Gemiddeld leven burgers zo’n 70 en nog wat jaar en er is vaak een leeftijsgrens waarna men stemgerechtigd wordt, wat neerkomt op zo’n 15 x per leven de kans krijgen om je invloed uit te oefenen voor het kiezen van het landelijk bestuur. Nu zijn er verschillende soorten verkiezingen: Europees, landelijk, provinciaal, gemeentelijk en dan nog wat vaak onduidelijke oproepen om je stem uit te brengen op deelraden, waterschappen en andere vaak tijdelijke initiatieven, die met hetzelfde gemak weer door de overheid zelf afgeschaft worden. Dus laten we het houden op 4 x 15 (even verontacht laten dat de frequentie van Europese verkiezingen wat lager zijn), dat is dan 60 x in je leven heel eventjes macht krijgen om die direct daarna weer te moeten delegeren.

Hoe gestuurd en gemanipuleerd die momenten van meningspeiling, van delegatie van macht, van verkiezingen zijn, wil ik hier even buiten beschouwing laten, omdat het mij er om gaat hier in grote lijnen de oorzaak van regelmatige frustraties over het functioneren van ons democratisch systeem te vinden, die zich met enige regelmaat  uit in verzetsdaden van burgers tegen het wettig gezag. Het zijn vertegenwoordigers van dit gezag of goederen die aan hen toebehoren, die door boze burgers dikwijls als doelwit uitgekozen worden. In de berichtgeving hierover wordt meer gesproken over de uitgeoefende agressie en geweld, dan over  datgene wat ertoe geleid heeft. Zo ook in een korte oproep tot debat  van de discussie-blog over democratie  in NRC/Handelsblad van  Steven de Jong - waar ik hierbij met gepaste traagheid op reageer. Die discussieoproep gaat over bedreiging van uitvoerende ambtenaren en politieke bestuurders, waarbij meer dan de helft van de gemeentelijke bestuurders in Nederland aangegeven zouden hebben weleens met agressie of geweld geconfronteerd geweest te zijn. Hoe deze cijfers verkregen zijn blijft zeer in het vage, reden voor mij om – als ‘hinkende bode’ – nog wat treuzelend achter te blijven op het publiciteitsslagveld…

Toch is er reden tot zorg, zo blijkt uit onderzoek van het ministerie van Binnenlandse Zaken (BZK). Intimidatie, bedreigingen of fysiek geweld: 69 procent van de burgemeesters en wethouders en 49 procent van de raadsleden zou daar in 2008 mee geconfronteerd zijn. Wildwestsituatie Minister Ter Horst lichtte de cijfers toe op het jaarcongres van het Nederlands Genootschap van Burgemeesters (NGB) in Wassenaar. “Een recent voorbeeld is de wildwestsituatie in Weert”, zei ze. In september waren daar wethouders het doelwit. Een auto werd in brand gestoken, ruiten sneuvelden en er zou zelfs op een huis van een wethouder geschoten zijn. Wie de eerdere brief van minister Guusje ter Horst aan de Tweede Kamer van 10 november 2008 over “Aanvullende maatregelen Veilige Publieke Taak” en het daarbij behorende rapport “Het Verhaal bij de daad voegen” van augustus 2008 er nog eens op naleest zal zich meer verwonderen over wat er  niet, dan wat er wel in staat. Het is overduidelijk dat de pleger van agressie – zoals wij die uit het ons dagelijkse geschilderde nieuws kennen – een naarling en een engerd is, die hard aangepakt moet worden. “Lik op stuk” is in het huidige politieke jargon een frequent gebruikte beleidscode. Het in ogenschouw willen nemen van de achtergronden van een agressieve daad wordt gezien als een verwerpelijk overblijfsel van ‘oude politiek’. De dualiteit van iedere sociale interactie wordt domweg ontkent, ééndimensionaal denken en handelen, dat is wat ‘deze tijd’ vraagt! Het impliciet uitgangspunt in deze beleidsnoties van het Ministerie van Binnenlandse Zaken is dat de “publieke taken” allen volstrekt legitiem zijn, dat zij allen via een feilloos democratisch besluitvormingssysteem tot stand gekomen zijn, dat degenen wier belang niet gediend maar geschaad is daar in zullen moeten leren berusten, waaruit dan volgt dat een ieder die zich tegen de uitvoering van zulke taken durft te verzetten een onmaatschappelijk element is dat harde aangepak verdient. De minster van Binnenlandse Zaken formuleert het zo:

“De dadergerichte aanpak van het programma kenmerkt zich door dit uitgangspunt ‘agressie mag niet lonen’. Immers als agressie loont, faalt de publieke taak. Als de dader met zijn gedrag het (beoogde) effect bereikt en ermee wegkomt, vormt het een bedreiging voor de uitoefening van de publieke taak en het functioneren van de rechtsstaat.”

Dat klinkt voor velen overtuigend, maar ik probeer toch meer dimensionaal te denken en vraag mij af  wat dan de steeds weer genoemde ‘agressie’ is, hoe die gemeten wordt en door wie. In de meeste beleidsstukken staan meestal twee woorden dicht bij elkaar: eerst ‘agressie’ en dan ‘geweld’. Vreemd genoeg vind ik in geen van deze recente beleidsstukken enige definitie of omschrijving van wat deze begrippen inhouden.

Ik heb er het 67 pagina’s tellende rapport “Het verhaal bij de daad voegen” van het Arnhemse bureau Q-Consult (een adviesbureau dat helpt met “visie vast te stellen, strategie te ontwikkelen, processen te beheersen en kwaliteit te managen”), opgesteld in opdracht  van het ministerie, op nagelezen, maar definities van de gebruikte begrippen ontbreken. De zorgvuldige lezer zoekt tevergeefs hoe de Q-Consult onderzoekers nu ‘agressie’ en ‘geweld’ van elkaar onderscheiden. Een ieder weet dat beide begrippen zeer relatief zijn – al was het maar uit de eigen kindertijd – dat het een verstandige  derde behoeft om te wegen of die ‘por’ nu gemeen of spelenderwijs was, of dat ‘kapotmaken’ nu een dierbaar bezit of bezitterigheid betrof. Van weging van tegenover elkaar staande belangen is in het Q-Consult geen sprake. Uitgangspunt is dat dader en daad bekend zijn en het er enkel om gaat hoe de dader zo effectief mogelijk te straffen. Naar goed Hollands gebruik is dat ‘in de portemonnee’. Dit is het hoofdonderwerp van het in opdracht van de minister van Binnenlandse Zaken opgestelde rapport, hoofdstukken en paragrafen staan er bol van: “verhaalbare schadeposten werkgevers en werknemers”; “incassotraject”; “letselschade en incassomarkt”; “Centraal Justitieel Incassobureau”; “beslaglegging op bezittingen van de dader”; “dagvaardiging van de schuldenaar”; “beslag op loon”; “conservatoir beslag”. Een afschrikwekkend beeld  vol hel en verdoemenis wordt ons geschilderd, met de deurwaarder als wrekende engel. Toch daagt ergens – zij het onbedoeld – iets van een defintie, de oorsprong van dit alles. In hoofdstuk 5 waar de “Knelpunten” belicht worden, staat onder punt 5.2 op pagina 24, het woord “kale kippen”; beter de onderzoekers hier voluit te citeren:

“Eén van de meest gehoorde opmerkingen gedurende deze verkenning is: “van kale kippen kun je niet plukken”. Iedere professional die te maken heeft met het verhaal van schade op daders van agressie en geweld weet dat hij te maken heeft met een moeilijke doelgroep en dat een verhaalstraject moeizaam kan verlopen. Niet zelden zijn de daders minder draagkrachtig, door geringe inkomsten en/of een schuldensituatie.”

Alhoewel het rapport wel aangeeft dat daders van agressie en geweld tegen overheidsdienaaars en -goederen niet noodzakelijkerwijs tot de economische onderlaag van de maatschappij behoren, blijft – bij lezing van het rapport – het beeld dat de doelgroep van het minsiterieel ‘lik op stukbeleid’, de zich verzettende onderklasse in de Nederlandse samenleving is:

“Geïnterviewden van de Politie gaven aan dat ongeveer 80 tot 90% van de daders van agressie en geweld tegen politiemensen uit een ongunstig sociaal milieu komt en een zeer laag inkomen heeft. Veelal is er bovendien sprake van een ernstige schuldensituatie. Wanneer de daders uitkeringsgerechtigd zijn, is het meestal niet toegestaan om beslag te leggen op (een deel van) de uitkering, omdat de dader dan onder het bestaansminimum geraakt.(…) Een incassotraject betekent in deze situaties een flinke financiële investering. Die investering weegt in veel gevallen niet op tegen de (eventuele) geringe schadevergoeding. In de praktijk blijkt dit knelpunt zo zwaarwegend te zijn, dat er veelal niet tot verhaal van de schade op de dader wordt overgegaan, aldus geïnterviewden.”

Wat wordt hier nu beschreven? Waar faalt “de publieke taak”?  Wat is nu “een ongunstig sociaal milieu”? Zou het niet zo kunnen zijn dat als mijn en dijn anders verdeeld zouden zijn of worden, als het tot de ‘publieke taak’ zou behoren om economische en sociale verschillende in de samenleving te verkleinen in plaats van te vergroten, kortom er meer egalitair beleid gevoerd zou worden, dat agressie en geweld, intimidatie en bedreiging, zouden afnemen? Wie bedenkt er een ‘democratische keten’ als spiegelbeeld van de hieronder geciteerde “strafrechtelijke keten” uit het rapport voor Minister Guusje Ter Horst? Als er dan sprake is van het aanpakken, het bestrijdem en het terugdringen van het plegen van “een onrechtmatige daad”, is het dan niet evenzeer nodig om ook de de “rechtmatige daad”, de rechtmatigheid van genomen beslissingen, de bestuurspraktijk van ons democratisch bestel, in ogenschouw te nemen?

"Het vorderen van schadevergoeding Aan de basis van een vordering tot schadevergoeding ligt een onrechtmatige daad. Een benadeelde partij kan zowel via civielrechtelijke voeging in het strafproces tegen de dader als via een civiele bodemprocedure schade verhalen. Figuur 1 geeft schematisch weer hoe de schadevergoeding in de strafrechtelijke keten verloopt. Klik schema voor een beter leesbare grotere versie...

Het democratisch systeem van Nederland is een parlementaire democratie, maar gelukkig is er meer dan dat, meer dan het zestig keer per leven je mening kunnen uiten. Er is een hele wirwar van ingangen, kanalen, lijnen, teugels, lobbies, opinievormers en peilers, adviesorganen, pressiegroepen, stichtingen, verenigingen, instituties, centrales, bonden, actiecomités, noem het maar op. In een oneindig aantal voortdurend wisselende combinaties werken deze elementen en verbanden in op besluitvorming en bestuur van Nederland. Het is dus niet zo dat het land enkel geregeerd wordt via een wettig verkozen volksvertegenwoordiging en – voor hen die het willen geloven – via van God gegeven taken uitgevoerd door het Huis van Oranje (*). De samenleving is vele malen meer complex. Samenleving dient ook letterlijk gezien te worden als “samen leven” en hoeveel regels en wetten er ook zijn, het meeste gebeurd door individueel beleefde instemming of aanvaarding – hoe mokkend dat ‘aanvaarden’ ook moge zijn. Een paar eeuwen terug omschreef de Franse denker Étienne de la Boétie deze toestand als “vrijwillige slavernij” en hij gaf als één van de redenen van dit aanvaarden op, dat de mens geneigd is zich het liefst met zijn eigen directe leven en belangen te bemoeien en het besturen daarom graag aan anderen overlaat. Voortdurende algemene deelname aan het regelen van de maatschappij, heel het leven in zelfbeheer op alle niveaus, is dan ook niet meer dan een droommodel, wat niet wil zeggen dat er herhaaldelijk spanningsmomenten in de geschiedenis zijn geweest waar een begeesterde algemene deelname aan het bestieren van de samenleving ontstond. Dat vindt zowel op micro als macro niveau plaats en hoeft niet altijd als “revolutie” door geschiedschrijving en in historische canons zichtbaar gemaakt te zijn. Wij leven samen door het voordurend vinden en aanpassen van vormen van overeenstemming. Wij kunnen on bestel “vrij” noemen in de mate waarin dat soort overeenstemming – hoe minimaal ook in veel gevallen – dagelijks geleefd wordt. Dat is de echte basis van onze democratie. Het ceremonieel delegeren van onze macht middels een beperkt aantal verkiezingen is niet meer dan het bezweringsceremonieel dat die dagelijkse feitelijkheid bevestigd. Zouden wij enkel uit angst voor bestraffing ons leven inrichten, zouden wij ons voortdurend alle verbodsregels in gedachte moeten roepen om niet in gevang of erger te belanden, dan zou het woord “vrij” niet langer voor onze samenleving van toepassing zijn.

Er zijn meerdere vertalingen in het Nederlands van de "Discours de la servitude volontaire" van Étienne de la Boétie (1530-1563) ik citeer hier uit mijn boekenkast de in 1933 uitgegeven versie van Hillegonda De Ligt met een inleiding van haar man de vredesactivist en socialist Bart de Ligt over "hij die u overheerscht": "het eenige, wat hij mé´r heeft dan gij allen is het voorrecht dat gijzelf hem schenkt, om u te niet te doen. Vanwaar zou hij zoveel oogen krijgen, om u te bespieden, als gij ze hem niet gaaft? Hoe zou hij u met zoveel handen slaan, als hij die niet van u kreeg? Vanwaar heeft hij de voeten om uw steden te vetreden, dan van u? Hoe anders heeft hij over u één greintje macht, dan door uzelf?" deze tirade gaat nog zinnen lang door; in deze voetnoot (**) staan links naar een aantal on-line edities van dit klassieke werk. Het exemplaar aan de rechterkant is in een moderne ver/hertaling van Ewald Vanvugt uit 1980.

De geconstateerde vrijwillige aanvaarding van hoe met elkaar om te gaan, aanvaarding van gedragregels die op de een of andere wijze stroken, of niet al te veel afwijken van ons persoonlijk rechtsgevoel, kan niet altijd werkzaam zijn. Voor ieder van ons kunnen er momenten voorkomen dat er spanning ontstaat tussen eigen waarden en dat wat als ‘dwang van buiten’, of ‘misstanden’, ervaren wordt. Zulk een situatie kan dan aanleiding vormen voor een veranderd ‘normbesef’. Dit kan – het hoeft niet, want wie weet de diepte van het onuitgesproken ongenoegen te peilen – leiden tot zulk een onbehagen dat ‘directe actie’ ondernomen wordt. Directe actie neemt in veel gevallen een symbolische vorm aan, bespotting, ludieke actie, demonstratie, stipheidsactie, symbolische bezetting en kan dan, in in gradueel nauwelijks van elkaar te onderscheiden stadia, meer ingrijpende vormen aannemen: blokkade, staking, bezetting…met vlak over de horizon het woord ‘revolutie’. De meeste vormen van dit soort directe actie zijn min of meer legaal te noemen, alhoewel er een trend is om dat wat door velen als verworven uitings- en actievrijheid, als legitieme ‘burgerlijke ongehoorzaamheid’ gezien wordt, in te perken. Het aantal aangespannen gerechtelijke procedures tegen in wezen volstrekte legale vakbondsacties neemt toe, de nu voorgestelde anti-kraakwet brengt dat wat in het civielrecht zat naar het strafrecht, de woningzoekende en -vindende kraker dreigt (na eeuwen gedogen) tot misdadiger gemaak te wordent. Terroristenwaan legt de grenzen van wat satire en bespotting was mijlenver terug, gekalkte leuzen worden tot serieuze doodsbedreiging verklaard. Dat wat, in het geval van simpele bedreigingen, bij hoge uitzondering waar bleek te zijn, wordt tot algemeen geldend verheven en vormt de basis van het potsierlijk ceremomieel van weer een nieuwe electronische registratie, weer een aanscherping van controle, nog weer een incidenteel wetje, alsof de potentieele bedrijvers van onwelgewillige of vijandelijke handelingen daardoor ooit gestuit zouden kunnen worden. Had de door de gemeente Almelo gemaltraiteerde Turkse eigenaar van een restaurant eerst het wetboek van strafrecht erop nageslagen voordat hij door wanhoop gedreven tot gijzelaar van een democratisch gekozen stadsbestuurder werd? Zo volstrekt uitzonderlijk is Almelo niet, zulk soort situaties komen in veel gemeenten voor en kennelijk weten slachtoffers van overheidsbeleid zich in de meeste gevallen te beheersen. Zijn er dan, na een reeks van onthullende publicaties en anlayzes van dit persoonlijke drama (Zembla 23 november 2008), publiekelijk zichtbare maatregelen genomen vanuit de centrale overheid om duidelijk te maken dat het niet zo kan zijn dat een kwestie van vergunningen voor een bar en restaurant, dusdanig slecht behandeld wordt dat er een dergelijke wanhopige daad uit voortkomt? (Ik meen daar geen strijdvaaardige minister van BInnelandse Zaken gehoord te hebben). Wat te denken van het stoere ‘lik op stuk’ beleid dat stadsbestuurders keer op keer aankondigen om het gedrag in de openbare ruimte onder controle te krijgen? Is het ongewenste hufterig gedrag vaak niet het resultaat van een jarenlang lokaal beleid, van overmatig ondersteunen van commercieel vertier? Zijn niet de Rotterdamse bestuurders met hun oorverdovende massa manifestaties van decennia mede aanstichters van een- in een drama eindigend – op een gratis maar toch op commercie gericht strandfeest bij Hoek van Holland? Weet het Genootschap van Burgermeester dan niet de hand in eigen boezem te steken? Kom op burgervaders en moeders verwerf eerst enig inzicht in de verhouding tussen oorzaak en gevolg, voordat u strafverzwaring gaat eisen.

"Een bokje, een bokje, dat mijn vader kocht voor twee zoez" zo begint het kinderrijmpje dat het bekendst is door de Joodse paas-traditie, internationaal bekend als "(C)Had Gadya" en de kringloop van geweld die in dit kinderlied beschreven wordt kwam mij voor de geest bij het lezen over weer nieuwe en extra strafmaatregelen: "Toen kwam er een stok, en die sloeg de hond dood, die de kat had doodgebeten, die het bokje had opgevreten, het bokje, dat mijn vader gekocht had voor twee zoez, (…) een bokje, een bokje. // Toen kwam er vuur, en dat verbrandde de stok, die de hond had doodgeslagen, die de kat had doodgebeten, die het bokje had opgevreten, het bokje, dat mijn vader gekocht had voor twee zoez, een bokje, een bokje." Het heeft geen enkel nut weer een stok toe te voegen aan het bestaande overvolle arsenaal van stokken om “de hond”, “de burger” – die wij menen te kennen en menen te moeten bestraffen – te slaan. Wie of wat is dan die hond die geslagen moet worden? Met het quantificeren van incidenten – zonder dat het oorzakelijk verband ertussen op enige wijze aangetoond is- zoals nu door onze minister van Binnenlandse Zaken – zal die hond niet gevonden worden. Het hoog van de toren en nationaal afkondigen van harde maatregelen, daar waar het vaak om specifiek lokale incidenten gaat is nutteloos. Lokale bestuurders, lokale bevolking, lokale media moeten gestimuleerd worden om voor zichzelf te achterhalen waar en waarom het mis ging. Waarheidsvinding op plaatselijk niveau in plaats van wapengekletter uit Den Haag. Goed gedrag zal niet afgedwongen worden door hogere strafmaten voor hen die verordeningen of beslissingen van een overheid – die arrogant haar eigen legitimiteit prijst- niet wensen te aanvaarden. Het ‘algemene rechtsgevoel’ staat nergens opgeschreven, toch is het één van de peilers van onze samenleving. De noodzakelijke innige band tussen ongeschreven rechtsgevoel en wet- en regelgeving dient beter begrepen te worden. De legitimiteit van de macht die zich beroept op de hierboven kort beschreven principes van vertegenwoordiging, is betrekkelijk. Ook slaven moeten in enige mate gewillig zijn om ze tot arbeid, tot deelneming, aan te zetten. Een grotere zorgvuldigheid bij besluitvorming is geboden. Belangenafweging dient verder te gaan dan de meerderheid plus één. Een streven naar consensus en het ontwikkelen van nieuwe meer flexibele bezwaar- en beroepsmogelijkheden zou het aantal bedreigingen tegen ambtenaren en bestuurders als gevolg van bestuurlijke maatregelen meer ten goede komen, dan de nu voorgestelde zwaardere strafeisen voor boze en radeloze burgers.

In mainstream news papers and television the decade-commemoration-machinery for The Fall Of  The Berlin Wall in November 1989 is running at full speed now. So this is the right moment to recall the ‘against the current’  history of those days – just before from 1985 till summer 1989 – when mainstream media and commentators had no clue yet, of the sudden change in the political configuration of Europe, that would have its now official apotheose at last in November 1989. It was citizen dissidence that made not only the Berlin Wall fall, but also leveled the walls of nine state communist buildings (though, failing to dig out the deeper authoritarian fundaments). Thirty years of  heavy Cold War propaganda bombardment of party-regime edifices in the eastern parts of Europe did not accomplish, what in the end could only be done by the inhabitants, the citizens,  themselves. Some did it by writing and self publishing, others by distributing and reading, playing, dancing and singing, thus exposing the internal contradictions of systems reigning in the name and interest of all people, while excluding most of them from participation. The counter-culture movements in Eastern Europe have been instrumental in hastening the erosion process of state-socialism, this to such an extent that the walls of  these bureaucratic paradises crumbled at the sound of these ‘horns of Jericho’. It was in Hungary and Czechoslovakia that the first fissures appeared, and soon it were the East Germans, hopping trains, buses and their Trabants to hurriedly climb the fences of embassies in Prague, or to simply do a country hike and walk out across the Hungarian Austrian border where – for a short while – barbed wire was cut and watch towers were unmanned. DDR citizens not tearing down walls but “voting with their feet.”

Earlier in 1989 the iron curtain – however rusty – was still in place, the great divide between Western and Eastern Europe. Block-thinking was predominant: First World (capitalist), Second World (socialist) and Third World (poor and revolting). A long curving line from the Baltic Sea to the Mediterranean split Europe, separated it physical in two opposing political systems. Europe was a plural word at that time. The geographical Europe as could be found in atlases and maps reaching till the Urals, and two socio-political Europes: Western Europe and Eastern Europe. Culturally speaking, that what was East of that fenced line was considered by the Westsiders NOT even part of their idea of Europe (something like the actual perception of Turkey as something that should not be part of the EEC). In the end all this bickering over meaning of pseudo geographic entities has long be understood by the United Nations personnel  as can be read in a report of the UN commission on toponymic issues that had to make an assessment for “A Subdivision of Europe into Larger Regions by Cultural Criteria” and concluded: ”every assessment of spatial identities is essentially a social and cultural construct.” The report – using shady diplomatic language – comes up with the conclusion that the notion of “East Europe” based on the Russian Empire from the 16th to the 20th century and the Soviet period from 1917 to 1992 and its sphere of influence is over now and the traditional idea of “Central Europe” can once more be established. I can not find the promised maps of this commission and when one does only a quick check anybody can see that more than one mapping of the idea of Central Europe exists.

As always views of the world, be it macro or micro are centric. I did learn that already as a boy in primary school when my teacher explained that for the Danes our (Dutch) "North Sea" was the "West Sea." It is hard to imagine now, but it needs to be recalled how deeply entrenched the divide was then, on all levels. There had been popular risings in Eastern Europe, starting in East-Berlin in 1953 and ending in Gdansk in 1980, with the Hungarian Revolt in 1956 and Czech Spring of 1968 as moments where the iron curtain was torn aside a bit, but soon after repaired by Soviet and Warsaw Pact occupying forces with their tanks. There was no end in view of  the ‘entente’ between the power blocks that kept each other in a forced embrace of mutual deterrence, based on their nuclear weapon arsenals. This military vision also translated into the cultural realm with the  monolithic view of the Eastern European block as one total oppressive political unit with a only a few courageous dissidents, martyrs for the cause of  a Western type of  ”freedom”, for the rest just masses of indoctrinated communist obeyers

Those who looked beyond this Cold War imago knew that the rule and control in each of the countries – messed together in the notion of ‘Eastern Europe’ – had its own particularities, its own time line of  periods of openness and repression. Those who were knowledgeable  had observed that – in each country in a different way and at different moments  - in certain official recognized cultural areas some forms of  less restricted activities and expressions were possible, like jazz festivals, cinema and theatre experiments, international scientific meetings, certain publishing activities, and cultural centers managed by youth associations or students. Those from “the West” who went through the curtain and made the effort to go beyond the controlled itineraries could also discover  a whole network that could rightly be labeled  a ‘cultural underground’, or as it was called  in Czech society of that time, not ‘underground’ or ‘counter culture’ like in “the West”, but ‘paralelní kultura’ (parallel culture), also sometimes named ‘zweiten Kultur’ (second culture) like in the DDR.

The print room was a total mess in those days right before the fall of the wall. Everybody who came in was asked to assemble their own copy of the magazine of which the pages were spread out over several chairs. There was always lots of fun with some of the obvious Stasi agents who had to join in with the assembling exercise.

Self publishing or ’samizdat’ was one of the main cultural activities, ranging from the most primitive carbon paper duplicated manuscripts hammered  out of ancient typewriters in Czechoslovakia and the Soviet Union (with a maximum of ten hardly readable copies), to the silk screened leaflets of the Polish Solidarność  trade union and the Hungarian groups like ‘Inconnu’ and Demokrater’…. Only at the end of the eighties in some towns (Prague, Budapest) people managed to get limited access to (state controlled) photocopying facilities; the underground cultural magazine “Revolver Revue” from Prague is an example of this. The duplicating machine (often called Roneo, or stencil-machine) which used to be the standard self-publishing machine in “the West”,  was mostly an off-limit device in Eastern European countries, so the same stencil-principle was used in a more primitive way by pressing ink onto paper with a fill bar of rubber fitted in a wooden handle through a fine textile fabric stretched in a frame, onto which photographically, or by hand painting, texts and images were transferred (silk screening technique, often referred to as ‘Polish printing’). In the Soviet Union pop and rock music fans had their own inventive ways for self publishing by making a single copy lay-out of their magazine and photographing it, next making duplicates of the negatives and sending them around to friends and acquaintances all over the Soviet Union, where many had access to the facilities of local photo-clubs. So happily the negatives with the Russian music fanzines were printed over and over again, thus gaining a huge readership.

Budapest winter 1986, Jennö Nagy holds a silscren frame of the cover of his handprinted magazine 'Demokrater' in his suburbian house (that has been raided several times by the police confiscating even this primary tools). His printing set is now in the collection of the International Institute of Social History... I must have better pictures, but this is all what I could find for the moment. It shows nevertheless how such simple devices were seen as and could actually be 'a danger of the state'.

The ‘unfree world’ in its great cultural palaces, museums, and concert halls “of the people” displayed only state sanctioned forms of  culture (not totally unlike what happened at the other side of the divide), though, the whole intermediate structure of the “free world” with its venues for both radical groups and all shades of institutionalized initiatives did not exist in the state socialist countries of Eastern Europe. A singular top-down control mechanism had – over decades – smoldered all initiatives from below. Civic society with its dynamic social levels and relations, had mostly disappeared in Eastern Europe. Still there were exceptions to prove the rule, like the student and youth clubs where some independent forms of cultural expression could find an outlet and where the authorities would be tolerant for a while (a good example were the SKUC  (Student Cultural Centers) in many towns of the former Yugoslavia). Independent and radical culture , the mirror image of the pompous ‘Palastkult’ of state socialism, had retreated into the personal domain, in small private city apartments or countryside dachas (*). The home became the basis for art forms and alternative practices like, apt-art (one evening exhibitions in someone’s apartment), flying universities (lecture series based on the personal hospitality of many people, constantly changing address), and temporary bookshops in someone’s apartment where during an hour or so samizdat literature could be bought. Performances and happenings would not only take place in the conclave of  a home, but the congregation of non-conformists also would take to the woods and fields, one could say reminding of the centuries old tradition of the dissident christian religious practices in Eastern Europe, from Bohemian Moravians and Bosnian Bogomils to Russian “Old Believers” (Starovertsy).

October 1989 East Berlin several evangelic churches functioning as action centers. Banners are calling for the support of those arrested, flowers have been brought into the church and on the steps outside; inside the rather darkish church space the walls are covered with newspaper cuttings put up with plaster as sellotape is something not readily available; a handwritten placard points to the example of the October 9 demonstration in Leipzig. What I remember the most was how primitive and endearing this first free communication wall was. What you see here is: freedom of expression at the stage of a foetus.

Such outdoor performances could become real prolonged struggles with the authorities, as it was the case in Czechoslovakia with the absurdist band “Plastic People of the Universe“, a local rock group taking at first inspiration from  foreign groups ranging from “the Velvet Underground” and “The Fugs” to Frank Zappa and his “Mothers of Invention”, later developing its own haunting musical style and critical lyrics. They followed the footsteps of the Fluxus art action related Czech group ‘Aktual’ from the mid sixties. Plastic People  came up in the period of the Prague  Spring in 1968 and the subsequent Warsaw Pact occupation. The band was soon banned from playing in Prague and together with a growing group of fans they developed a system of performances in the countryside, sometimes deep in the woods, only at the last moment information of the precise location would be spread, so people already congregated at a nearby train station or other spot and would be directed from there to the actual place of the concert. Of course the secret police would be on their heels, smell them out, which at times led to mass confrontations as during the “Ceske Budovice Massacre” in March 1974, when over a thousand fans were rounded up by police at Budovice train station, beaten up, and send back to Prague, with many names noted followed by later persecutive consequences at work and in school. A year or so later  band members were arrested and their case and cause, of a socialist state against a rock band, became a rallying point of protest against the repressive system. This belonged to a series of repressive events, that led also to the foundation of the Charta 77 group and their manifesto claiming the rights of free expression. (Progarchives.com have a good 1981 recording of the Plastic People online). This form of combined creative protest of young people finding support from academics and intellectuals, differed from the more widely known moral and political dissidents of the Soviet Union, with writers like Pasternak, Solzhenitsyn, Sinyavsky and Aksyonov who were made into official heroes in the West and -except for Pasternak – were forced to emigrate.

More names of dissident Russian writers could be mentioned here, like (Aleksandr) Zinoviev, but the last one is a category on his own, who, when he would not have died in 1999, could well have developed into ‘a dissident author’ once more, but now in the West, as he opposed the Perestroyka of  the Gorbachev area and gave interviews at the end of his life idealizing Stalin, Milošević, Karadzic, and Mladić. I know there is much more to say about the change of position and meaning of Cold War dissidents after the “Die Wende” when the so called fall of state-communist societies failed to translated in the erasure of all traits of totalitarianism.

These developments were communicated in all kind of ways to the non-state-socialist world, by Western travelers, through postal tricks (sending back faked foreign mail envelops marked ‘address unknown’; the Hungarian group Inconnue derives its name from that practice), through artistic forms of correspondence that seemed harmless enough to state censors to be allowed, which explains the importance of ‘mail art’ as  an exchange medium between Eastern and Western artists in the seventies and eighties, last but not least by cultural attaches, especially of the American embassies, who had recognized – in those days – the importance of such independent citizen initiatives. Most important in slipping through the news from behind the iron curtain, were the broadcasts of Radio Free Europe and its mixed network of CIA agents and independent correspondents and informers of many nationalities, both inside and outside. I have visited a few times – at the end of the eighties – the headquarters of Radio Free Europe in München as I became aware  that this institution – abhored by many Wester leftists – had lots of relevant information on ‘modern social movements’ that interested me. From 1973 onward I had been collecting documents from and on what I labeled ‘modern social movements’ for the University Libary of Amsterdam (later the collection has been tranferred to the International Institute of Social History in Amsterdam): from the artistic to the political, trying to cover the whole scale emancipative, communitarian, spiritual, esoteric…

Personal visits over the years – from 1976 onward- to Hungary, Poland, DDR, Yugoslavia and Rumania had made me aware of the specific forms of political and cultural underground movements in these countries and the supportive role played by Radio Free Europe. The underlying reason for the Radio Free Europe (RFE) support of  this alternative culture was clearly geo-political based: support for the USA “free world” empire quest.  I remember Hungarian friends of mine complaining in the mid eighties about some of the RFE journalists and their lack of real interest in the content of their artistic endeavour.  RFE journalists were mostly concentrating on the censorship side of things,  only  interested when a certain form of expression was suppressed and the bad genius of communism could be proven once again (also in the “free world” certain expressions only gain media coverage when some sort of scandal is at stake). Like Eastern Europe itself the big well protected offices of Radio Free Europe – located in a spacious villa suburb of  München – did not have a uniform approach, but were internally balkanized.  This was expressed in the total different atmospheres of each national department having its own personal commitments, set of priorities, traditions, smell of food. As a curator and librarian of the University of Amsterdam I could gain access to the vast documentation facilities of the radio station and I still remember vividly the long corridors and many doors flipping open and closing with hasty journalist on their way and shreds of a multitude of languages coming to my ears. The Russian department had their thumbed card file drawers pointing to many individual cases documenting post-gulag forms of repression, the Polish offices had newly bought file drawers housing an wide range of samples from the the very active Polish samizdat press, the Hungarians were very much into the underground magazine culture  with both exile publications from Paris like Magyar Füztek in a handy small smuggle format, and locally produced primitively printed magazines like Demokrater and Beszelo. The Rumanina section had hardly any documents, so reflecting the effectiveness of Ceauşescu Securitate and it was only later, in 1985, that – in Budapest – I saw and copied issues of a Transsylvanian (Erdely) samizdat magazine ‘Ellenpontok” (counterpoint) published in Cluj-Napoca (Klausenburg, Koloszva) which was – according to some later sources – the only Rumanian samizdat magazine.

Which brings me to the year 1985, it must have been fall, when a contact from Belgrade Pavlusko Imsirovic (implied in a political process of the post-Tito era with six activists (known as ‘The Belgrade Six‘) persecuted in the serbian part of the Yugoslav Federation for holding meetings and publishing critical texts) gave me the address of a Rumanian man living in exile in Budapest: Attila Ara-Kovácz (he was one of the publishers of that sole Rumanian samizdat paper). Arriving in Budapest and meeting Attila brought me straight into a just started counter-conference of the “European Cultural Forum” (also called The Budapest Cultural Forum) a follow up – after a decade! – of the 1975 Conference on Security and Cooperation in Europe (CSCE) known for its Helsinki Accords that were a protocol for fixing the entente of the power blocks in Europe. This ‘Alternative Cultural Forum’ was an initiative of the then nascent Hungarian opposition, the ‘International Helsinki Federation for Human Rights’ and some Western intellectuals of which Susan Sontag and Magnus Enzensberger were the most high profile ones. I went to several meetings ranging from the lobby of the sumptuous Intercontinental Hotel to some huge sculptor studio on the hill of Buda where a party for the corps diplomatique of the official conference was organized by the Hungarian opposition with as special subject the protest and repression in Rumanian Transylvania against Ceauşescu’s plan to  bulldozer eight thousand traditional villages and deport their inhabitants to newly constructed agro-industrial complexes. The official Forum had set as its task to foster cultural exchanges and cooperation which then could “contribute to a better comprehension among people and among peoples, and thus promote a lasting understanding among states.”  The Alternative Forum with Budapest full of diplomats gave some sort of protection to the the opposition which had been more or less hidden till that time to come out into the open and manifest itself. Anyhow the regime of János Kádár  - in power since 1956 – showed serious signs of fatigue and – much less spectacular than the Fall of the Berlin Wall – in 1985 the state-communist regime was in the process of dissolving. The regime was still there, but it was only ‘pro forma’. It is not surprising that the real first opening of  the iron Curtain did not happen in East Germany but in Hungary, starting formally in April 1989, but already since the the fall of the governance of Kádár in the spring of 1988 the Hungarian borders – and not only the ones with the West – had become somehow ‘transparent’. This was due to the bad treatment of the Hungarian minority in Rumania and old Hungarain sentiments on the dismemberment of their once glorious shared Austrian-Habsburg double monarchy. I knew at that time a polyglot adventurous lady (a descendant from a Ruthenian/Rusyn family) who was illegally crossing Hungarian-Rumanian borders taking with her publications printed in the West. The dismantling of the Hungarian part of the Iron Curtain happened a few months before what is called the ‘Prague Embassy Crisis” in September 1989 when East Germans were flooding the compound of the West German embassy in Prague. All this is mostly lost in the actual mainstream commemoration of the Fall of the Berlin Wall anno 2009.

It was this ‘Alternative Cultural Forum’ in 1985 in Budapest that inspired the idea of  organizing a real the whole of Europe meeting of practitioners of alternative culture in Amsterdam. Since 1977 we had started with a few friends an alternative international bookshop in the Jodenbreestraat in Amsterdam, ‘Het Fort van Sjakoo‘. That collective undertaking had been growing over the years into a solid volunteer organization (it still exists still in 2009 as a fully volunteer driven organization).  We decided to breach the political and cultural borders and make a call to the whole continent from Iceland to the Urals, from the sub-polar regions of the Scandinavian countries to the sub-tropical Mediterranean Sea. This meant making an inventory of persons, groups, initiatives, institutions to invite. This was a huge work at that time when the Internet as such did not exist yet (apart from Usenet and Fidonet facilities, which we did use). Somehow we managed and though the date set at first for the year 1988 could not be met, in September 1989 it really did happen. On this occasion of a twenty year anniversary I have republished the original manifesto, the call for a coming together  we named: “Europe Against The Current” (the archive is at the IISG). Hundreds of people from many countries both from the East and West did participate, the manifestation was scheduled to be opened by Václav Havel, then still a writer under house-arrest. He failed to get the permission to leave Czechoslavakia for this occasion, his travel permit was withheld, so we established a telephone connection and thus the upcoming first post-communist president of the Czech Republic spoke the opening words of our manifestation. The opening was broadcasted – fully in style – over telephone lines and connected radio stations, both legal and pirate ones.

Early 1990 I did write a background article on the origin and development of this historic manifestation taking place in the Beurs van Berlage in Amsterdam and the adjacent gallery W139 at that time still a squatted cultural institution.  It has been published in the Dutch cultural journal ‘de Gids’ and the complete text translated to English is since many years online on my web site and may be enlightening to read again, now twenty years later. Commemorate the past with insights from the past.

When we shout “Viva Mexico Hijos de la Chingada!”  we express our desire to live closed off from the outside world, and above all, from the past. In this shout we deny our origins and deny our hybridism.

Prince Willem Alexander spiced up his state visit lecture in Mexico on environmental issues on November 4 2009 (as he likes to change his color from orange to green) with this little sentence: “Let me conclude by giving you a Mexican proverb.

“Camaron que se duerme se lo lleva la chingada”.

(intended as “a shrimp that is sleeps is washed away by the tide”)

The rather short speech (a full copy can be found on the web-site of the Dutch Royal House and I kept a copy in PDF format just in case the translation may be lost for posterity) had some other references to the Aztec empire as “children of the sun” linking that to solar energy and the natural partnership of Mexico and the Netherlands as providers of oil and gas and at the same cautioning his audience about the needed restraint in its usage. The word “chingada” does appear in the official State Information Service (RVD) both on the Royals House web site and elsewhere signed © RVD .

It had to be ‘corriente’ instead of ‘chingada’ with its historical connotation of violence as started by conquistador Cortes: molesting, pricking, wounding, killing, the violated mother and many more negative associations.

The prince thus has created himself a new emblematic personality “THE SHRIMP PRINCE” or in Dutch PRINS GARNAAL (with its connotation of the word Prinsgemaal, the Dutch attribute given to the husband of a queen).

Interesting is how Dutch public television managed to simplify the Mexican connotation of the word “la chingada” and in  their stupidity even failed to check their Spanish dictionary, coming up with this blant untruthful translation and subsequent interpretation. The anchorman starts of with explaining what the prince intended to say “he wanted to say ‘a sleeping shrimp is dragged away by the tide’  but because of  a little translation mistake” (vertaalfoutje) it became something else completely.”  Very diplomatic and refined,  the possible translations of the pejorative term ‘chingada’ – as spoken by the prince – are not pronounced by the anchorman, it is only in the subtitles that the Dutch television public can learn what has been said.

The Dutch television caption of the proverb reads: “een slapende garnaal gaat naar de klote”  (a sleeping shrimps goes to the bullocks/balls; has a shitty end). A translation that does not honor the scale of Mexican connotations available. The commentator then quickly explains: “The last word does mean in the whole of Latin America ‘tide’, though, except in Mexico, and the translator  was ignorant of this fact.”  Not only this main national public television station made this completely wrong remark suggesting that in other Latin American countries the word ‘chingada’ has the meaning of ‘tide’, it can be found back in several other television stations and news papers (see note *), hence this source of this misinformation has been  ’on the news wire’, though I could not trace back its origin yet (would be interesting to know if the State Information Service RVD is the source of this). This little episode of royal glory was presented under the header: “Willem-Alexander slachtoffer van vertaalfout” (Willem-Alexander victim of translation mistake). We are thrown back centuries, to times when royals could never be mistaken and when needed put the blame on someone else. I am speaking here not of a holiday  outing of some members of a certain family called ‘Van Oranje’, it is a state visit, but in our monarchy the roayls can by constitution not be held responsible for their deeds, which compares badly to – say – the position of government ministers that formerly have to accept full responsibility for their position.  This is grotesque! For what is expressed in the original Mexican proverb there are – to my knowledge – only two Spanish words that apply: ‘marea’ and ‘corriente’. There is no relation whatsoever with the meanings of ‘chingada’ and the notion of ‘tide’. All this may have been not intentional fraud, but is yet another expression of what happens when a constitutional monarchy reigns in the wrong century. The high media profile of the House of Orange as pushed through the media upon the whole nation for decades, is haunting millions of sober observers at a frequency of several times a week, both laughable and shameful.

It was not just one Dutch national television channel that twisted the meaning of the translation mistake, almost all channels and newspapers have been busy to cover up the embarrassment with off the point arguments, of which I will give a few examples in Dutch as a footnote (*).

The incident itself is of course of little importance, but the reactions on it tell us something on how Dutch media function, how lazy our journalists are, that they even fail to harvest the power of the ubiquitous internet search machines. When one digs a bit deeper there is some sense in the mistake and why it has been made. It must have all started with the prince himself or his ghostwriter to  add some local reference into a state visit speech (a standard thing to do in diplomacy). In the old days of speech construction it was dictionaries of proverbs that would be referenced, now we have the internet and Wikiquote is a handy tool and it has a page called “Mexican proverbs” which has about fifty of them (mind you the same proverb is used in Chile and Venezuela and maybe common in the whole of Spanish Latin America). And, yes there it is:

“Camarón que se duerme se lo lleva la corriente”

• “Shrimp that sleeps gets carried by the tide”

• Meaning, if you get distracted (or asleep), you will be left behind; or you snooze you lose.

So maybe the prince or his ghostwriter did find this page, quoted just the English version and then passed that on to the state functionaries responsible for the royal Mexican trip, in this case the Ministry of Economic Affairs (why else would the royals go there?). The ministry passed it on to a translator, who is said to be an Argentinian (maybe a friend or associate of the prince’s wife Maxima). So probably the English rendering of a Mexican Spanish proverb had to be translated back into Spanish, without recourse to the original Spanish version. One commentor in the blogosphere (Proz.com/the translator workplace) asked himself how  the word ‘corriente’ could be mixed up in any way with the word ‘chingada’: “How could the translator mistake “corriente” with “chingada”? They’re no homonyms, letters starting with different alphabets, completely different pronunciations, and I can’t come up with any similarity among these two words…” and that seems to be a correct observation.  What was it that drove the translator to the word chinga…? It may be that this kind of recommandation was in his mind, as explained on the useful web site “Just Landed” with good and quick advice how to appear to be groovy within minutes in a foreign country, explaining the difference between Mexican Spanish and spanish Spanish:

A Mexican slang word you will hear continuously is the word chingar – which can be replaced by the more polite word fregar depending on who you are talking to. Depending on the circumstances, chingar can describe almost any situation or emotion you can think of. Here are some examples:

• está de la chingada – this is shit
• es una chingadera – this is terrible
• no me chingues – don’t get on my nerves
• está chingón – this is great

Some Mexicans go as far as seeing the word chingar as one of the utmost expressions of Mexican feelings and culture, and you will definitely be seen as more ‘Mexican’ when using it appropriately.

Still the web page also warns: “However, the first meeting with your new girlfriend’s parents is NOT an appropriate situation for practicing your new vocabulary, though as a foreigner you are likely to be forgiven your first few mistakes with Mexican vocabulary.”

All this has not answered yet the primary question, why and how this could happen. There must be some reason for the translator to have offered this version. There are two possible options (as we will leave out a pure change voodoo-typo at some stage in the speech production process, or an even more improbable option that a malign inspiration or hangover lapses made Willem-Alexander  produce the wrong word at the wrong moment). The options are:

1) sabotage

2) poetic intervention

1)

The sabotage option needs some fantasy, but, still has some historical reality basis. As several sources  mention the Argentine nationality of the translator, in theory that person could have a crunch against the direct relation between the Royal House of Orange and the Argentin Zorreguieta famliy and its pater famillias Jorge Horacio Zorreguieta Stefani,  Under-Secretary of the Ministry of Agriculture from 1976 tot 1981 of the military regime of  Videla. The inventive ways in which Jorge Zorreguieta has been downplaying his involvement in the regime that produced the Dirty War with its thousands of disappeared/murdered persons, could have been the motive for what in military terms is called ‘a target of opportunity’. The translator may have thought about the 1100 people disappeared on and near the estates of landowner Zorreguieta in the Tucumé region or about the case of the son of Marta Sierra ( a person known to Zorreguieta) that disdappeared and for which he has been called by the tribunal to attest; without a real court case against him, which means his guilt has not been established, but at the same which fact has frustrated several people who think the contrary. So this word ‘chingada’ might have been slipped in purposely to upset the prince to have a little revenge, with the perpetrator possibly thinking “ay… hijo de la chingana!” (son of a bitch) got you….

It is a poetic intervention of the translator who associated the washing away by the tide of a shrimp with a colloquial expression of being ‘fucked up’ as the washing or carrying away of a small shrimp by a strong tide is indeed a violent event. The verb ‘llevar’ can also be found in the expression “Me lleva la chingada”  (to say that something really bad is happening to me), so this might have been the impetus for the translator to render the proverb in such an unusual way. “se lo lleva la chingada” can also be translated as is getting lost, like in the expression “El que se casa se lo lleva la chingada” (The one who gets married is lost). On the often very useful web site “Urban Dictionary”  a street level collection of words and expressions for globetrotters an exposé on further combinations with the word ‘chingada’ can be found; a more serious overview is on a Wikipedia page about Spanish profanity (Chingar comes from the Caló (Spanish Romani) word čingarár, meaning “to fight and in Mexico its meaning was extended to ‘to fuck someone’ or ‘to make a mistake’, with many more meanings added over the centuries … Still I have left out till now a more fundamental association of this word which has been formulated half a century ago by the national writer of Mexico Octavio Paz which explains the strong reactions of the audience on the word and the followup in the Mexican news media.

Malinche translating for Cortés

It is the historical figure of an indian noble lady by the name of Malintzín Tenepal that had been sold by her mother as a slave to another indian tribe and was later presented as a gift to the Spanish invaders. She became an interpreter for the conquistador Hernán Cortes first translating between different indian languages to Maya – that could be understood by a Spanish priest. Later she learned to interpret directly to Cortes who found her indispensable for his quest for power. She became a concubine of Cortes and bore him a child one of the first mestizas children. She is both said to have helped to trick and force her own nation into submission and to have prevented much worse slaughter and destruction. She was known by other names: Doña Marina and La Malinche. She is a complicated figure, traitor and protector, both mother and whore, the last things earned her the nickname La Chingada (the screwed one). It is Octavio Paz who summarizes after centuries the symbolic meaning of  ’La Chingada’: “The idea of La Chingada functions not only as a curse, but as a reminder of the power of the interpreter, even five hundred years after the conquest.” (**) Paz explains the indentity crisis of the modern Mexican: colonial Spain vanished, collapsed indian empires, mixed desendence, mulatto, criollo, mestizo, zambo, a past out of reach, a modern western state form that does not fit, in short “a fucked up nation”: Chingaderas!

José Clemente Orozco's (1883-1949) mural made in the period 1923-1926 in the Antiguo Colegio de San Ildefenso in Mexico City, depicting Cortés (1485-1547) and La Malinche (1505-1530), mentioned by Octavio Paz in 1950 and once more interpreted by Tere Romo in a study published in 2005 (***): "Orozco subtly addresses the inherent power relation of conquest. While Cortés holds one of her hands, Malinche casts her eyes downward toward the native figure on the ground. Cortés's restraining gesture (with his other hand) clearly indicates that she too, is under control of his will."

The “power of the interpreter” once again,  not on a macro scale but on a  micro level, surfacing during a silly incident. Lots of symbolic meaning, nevertheless.  The odd combination of the Mexican proverb with the sleepy shrimp washed away by the tide and the Mexican universe expressed in the word “la chingadera” still has not been explained by all this. What did the translator really had in mind? Should I reconsider the option of the Prince performing some provocative practical joke (in his later years his father Prince Claus was renown for having done so at a few occasions). And then, as I kept searching and started to filter away any recent repetition of the by now famous line of prince Willem-Alexander,  a few references from 2006 came up with a song having exactly the same text line on the web site of ‘Artist direct‘: “Camaron que se duerme se lo lleva la chingada” published on a CD with the title “En Vivo, Vol.2 (Ultima).”  I tried to play the tune as there was a small button with a loudspeaker on the web page, but it was only an announcement of a new set to be played during a life performance … I did find several other web sites selling the same CDs, but same thing, the song itself could not be listened to. After many more attempts I found a web site with a telephone number of the music group … in the USA and so I called. A man with a Spanish accent came on the pohone but he hung up in seconds without giving me a chance to explain the cause of my call. So now I am waiting if an email message may be answered by any of the group members. Could it be a sheer chance event, is there any relation? The group ‘Sonido Bravo’ seems to be a ‘corrido’ music group working with electronic instruments and light effects, recycling the traditional story telling songs of Mexican common people in a 21st century dressing. I wonder which tale the Sonida Bravo song tells, we have to wait for more information to come in.

Web site "Artists Direct" which list the CD with the song/work "Camaron Que Se Duerme Se lo Lleva La Chingada" by the group "Sonido Bravo" ; the sample that can be played is very short and seems to be just an announcement. It could be that there there is more than one group with this name, on Youtube several videos of a group called "Sonido Bravo" can be found, but I could not find out if that is the same as on the sample CD as presented on this web page. I may close off with another Mexican proverb – which will be correctly translated as I take a serious academic publication as my source -

“En boca cerrada no entran moscas”  (no fly will get in a closed mouth). (****)

Lets be on the alert for more information to find out why the Shrimp Prince did catch a fly, maybe he should have better kept his mouth shut.

In a speech about renewable energy he said that the world had to act upon this diligently. The prince used the word 'chingada' for 'tide'. In other words a painful mistake by a royal is multiplied by the national news, maybe to lessen the pain of the prince, who is now not the only one making mistakes.

- Joop.nl (een nieuw blog gelieerd aan de VARA dat het nieuws zegt kritisch te gaan volgen wist het niet verder te brengen dan dit: “Camaron que se duerme, se lo lleva la chingada” betekent namelijk niet dat “de garnaal die slaapt, wordt meegenomen door het getij” (wat de prins vermoedelijk probeerde te zeggen), maar dat die garnaal “naar de klote gaat”. Zijn toehoorders kunnen er in ieder geval hartelijk om lachen.”
- NRC/Handelsblad heeft wel wat meer onderzoek gedaan, en weet de bron van de tekst juist te duiden maar komt niet toe aan de culturele betekenis van het woord en de moeilijk te verklaren keuze van de Argentijnse vertaler: “Milenio en Excélsior, twee landelijke dagbladen, zetten de woorden van de prins op de voorpagina. „De prins van Nederland spreekt tot het Mexicaanse volk.” In de krant Reforma werd niet uitgesloten dat de prins een bekende tequilabar in Mexico-Stad had bezocht. „Of iemand heeft een grap met hem uitgehaald, of de prins van Nederland wilde zijn boodschap duidelijk overbrengen. // Geen improvisatie // De prins improviseerde niet, maar sprak een door het Nederlandse ministerie van Economische Zaken geschreven toespraak uit, zo liet dit departement gisteren weten. A good format for recycling older texts and illustrated studies seems to be there almost. After the PDF format navigation and presentation enhancements, there are now on-line readers which offer the same and more functionality. A disadvantage of the PDF format is that when it is not just a few pages, but many, or even hundreds or a thousand pages or more, one has to wait till the downloading of the remotely stored PDF file has finished before reading is possible. One is often not sure if a chosen PDF file is really interesting enough and the browsability  of web pages, the option to quickly scan an information object for it;s possible interest, is not there. I have tested now two systems that offer free posting of documents scribd.org and issuu.com and though the interface of issuu.com is more elegant, its lack of being able to add metadata (bibliographical information is the old term) to an ePublication (the term SCRIBD is using = iPaper) made me choose for scribd.org. The latest text I posted is a study from 2001 on literary psycho-geography of Edo/Tokyo…

To my great surprise I discovered on scribd.org one of my favorite books on the enlightenment by Jonathan Israel “Enlightenment Contested- Philosophy, Modernity and the Emancipation of Man 1670-1752″, a full thousand or so pages… which may be on the limits of what this ePublication service is intended for. Nevertheless the uploader states his postings of books “are intended for educational and familiarization purposes only” and calls people to buy the book when they really intend to use it (the selling price is between 55 and 70 dollars at the moment) and what we have here is a fully searchable version of the book; just try out the right hand corner search box of the neat and very fast scribd.org web interface and you can hop through the thousand pages guided by a simple search term; like I did with the name “van den enden” (Franciscus van den Enden 1602-1674, one of the inspirational masters for Spinoza who started his liofe in Antwerp and was hung for conspiracy against the French state in 1672 in Paris a very much undervalued radical thinker with his free comonwealth as described in “Vrye Politieke Stellingen” 1665 and similar proposals to establish a free community  in what was than called “Nieuw Nederlants” in 1665).
Have a try on it as long as this fabulous historical text can be searched at will and with such neatly contextual display of search results, something far beyond the old book and its paper index is on show. It is an interesting question whether authorship rights and copyright property of a publisher may be called in question by such free internet availability. In this case the content of the book frequently speaks about ways of common property, natural rights and equalitarian practices. Our new technologies of reproduction and distribution – as is shown concretely with the link below – do make it possible to freely share that what has only to be produced once (scientific and technological knowledge); it breaks down the barriers between a privileged academic class with its members only access to information and ‘free learners’ – like myself – that claim equal chances of being informed. For as long as it lasts, enjoy the book-link below here… and also you can even in this small format nicely do a search, that options is somewhat hidden so I add here a screendump with an explanation how to do all that..

A staff member of the firm edocr.com pointed me to their service for ePublication, so I registered and tested the same simple PDF of my psycho-geography research of 2001. They use FlashPaper a Macromedia software for conversion and display… I have embedded here the result (inserting the edocr embedding code in HTML editing mode of WordPress) and let me see how it looks & works… Oops WordPress blogger software in use here does not like this embedding code, which does not surprise me, though the edocr.com management page happily shows this:
So they may need to write a more specific embedding piece of code than the one below?

Fred Schmidt of publishing house De Verbeelding has started a regular web blog where he will post notes and comments on the hundred and more books he has published since 1993. His publishing house - once also an art bookshop in the Utrechtsestraat in Amsterdam - is specialized in Dutch photography.
