A sitting president of any nation at the end of his term always has stains on his/her presidential uniform and the frequency with which the presidential suit has to be brought to the state-media-dry-cleaning-services may increase when she or he is so bold to want a second term. Sarkozy is no exception to this rule and indeed his stains are numerous, some are hard to remove older stains on the shirts he was wearing during earlier stages of his career: Karachi-gate (1994)  Bettencourt (2007), La Garde-Tapie (1993-2007), and several stains by ‘the always well documented slander’ of Le Canard Enchainé (like the October 2011 article on how a death sentence of Gaddafi has been instrumented by French Military Intelligence). Last stain thrown at him was by Dominique Strauss Kahn saying his sexual misconduct in New York was manipulated by the French government to keep him from running for President . Yes, the same DSK who is like Sarkozy a master of doing things and than saying he has not done them.

There is a method to remove such scandalous stains  in one go from the president uniform and that is an old governmental recipe: WAGE WAR!

War is is something as glorious as it is dirty and a president that leads a nation into  war – even when it is just a small one – will not be judged anymore for his civil stains. A president in the double role of a warrior wears the military stains that come with that exercise like medals of honour on his uniform.

This understanding of the manipulation of the mood of a nation made me write several weeks ago this small article which may have still some informative relevance today, only one week from the final decisive presidential elections in France.

Election Marathon for the Presidential Election in France today and how Sarkozy tries to distinguish himself from his opponents… as a world leader taking the lead in liberating an oppressed people and killing the dictator that suppressed them, a man capable of bringing democracy by decisive force. A glorious picture that has more than one layer….

Below some pictures of Sarkozy’s enjoying his greatest moment during a visit to Libya in September 2011. Applauded as the embodiment of the liberating force of France, France  of the Great Revolution centuries ago, still bringing liberty, equality and fraternity.

“Amis de Benghazi, nous vous demandons une chose: nous croyons dans la Libye unie, pas dans la Libye divisée.” Aujourd’hui, “vous devez montrer un nouveau courage, celui de la réconciliation”. (Friends of Benghazi, we are asking you one thing: we believe in an united Libya, not in a divided Libya.” Today, “you must show a new courage, the one of reconciliation.”)

The words of Sarkozy about a needed ‘reconciliation’ were spoken in Benghazi on the 15th of September 2011.  It is now one year ago that the revolt against the Gaddafi regime in Libya started and the USA, Canada  and its West-European Allies intervened on behalf of  anti-Gaddafi insurgents. The step from support of insurgents – who would not have been able themselves to beat the troops of Gaddafi on a short term – with aerial bombardments, to a civil reconciliation process, has been impossible to take. The way in which a regime change takes place also determines what kind of new social structure will appear. There have been over 25.000 air missions by NATO, but,  throwing bombs from high in the sky and repairing means not only repairing material devastation on the ground. Repairing the social devastation is an even bigger task. The military victory and the jubilant proclamation of a new order leave the population a weak non-elected self-appointed government in Tripoli, secessionist regions, all sorts of retaliation against all kind of layers in society that have been closely allied with the former regime. How else could it be after a regime that has been busy establishing and keeping its power during four decades.

Nota Bene the news tableau has five layers:
1 – the picture in the centre is from Le Petit Journal exactly one hundred years ago glorifies military aviation in its earliest days.

3 – the picture of Sarkozy with Gaddafi dates from 2007 made at his state visit to Libya posing in the head quarters of Gaddafi Bab-Al-Zizia, which were later bombed by French airplanes. The monument with the clenched fist destroying a jet fighter is a monument commemorating the USA air attack on Gaddafi on April 15th 1986, ordered by the President Reagan government in retaliation of the bomb attack on a dancing in West Berlin which fitted in a whole series of Libyan involvements in terrorist activities (Italian Red Brigades, the German Red Army Fraction (Rote Armee Fraktion)and the Irish republican Army). on From 2003 onward the Gaddafi regime had started a diplomatic normalisation process, moving away from their earlier hard line violent international policies. The header for this article in which this picture appears is: “Libyan market seen as a bonanza.”

Picture as published by US Today on March 8, 2007. The same photograph appeared  since 2007 illustrating different articles and also an article that sheds an other light on the Sarkozy Gaddafi ‘amourette’. I just choose one of the many English language articles that followed on a report published by the French journalist research web site ‘MediaPart’ on the history of Sarkozy and Gaddafi contacts starting in the year 2005 (when Sarkozy was Minister of Interior under President Chirac). The web site Business Insider of March 12, 2012 starts of with: “Nicolas Sarkozy allegedly received €50 million ($65.8 million) in illegal campaign contributions from Libyan dictator Muammar Qaddafi when he first ran for president of France in 2007.” Sarkozy and his party have denied all allegations and “as France’s head of state, Sarkozy cannot be prosecuted while in office, but if he loses the upcoming elections (which seems likely) a full investigation could be conducted into his party’s finances.”

Somehow the detailed report of Mediapart first published on March 12, 2012, has been maneuvered  out of the public eye and some of the persons cited in the Mediapart documents have publicly distanced themselves from references to them. The allegations are not much part now of the last week debates before the French presidential elections, though suspicion is lingering on. Reading though the complicated relationships of the various ‘strawmen’ and other profiteering intermediaries involved,explains that such wheeling and dealing is part of regular politics, and that the players involved in it have learned enough lessons to obscure and hide their traces. The answer of the Sarkozy election campaign office came this week end with an article in Le Monde “Pour Sarkozy, Mediapart est “une officine au service de la gauche” (for Sarkozy Mediapart is “an office at the service of the Left.”)

The French language web page that refers to the alleged financing of the Sarkozy presidential campaign in the year 2007 (one needs to be subscribed to see the full French text) There is an English summary also, that opens in this way: “According to information contained in a confidential report prepared by a recognised French expert on terrorism and terrorist financing, President Nicolas Sarkozy’s 2007 election campaign received up to 50 million euros in secret funds from the regime of the late Libyan dictator Colonel Muammar Gaddafi.”

Another bit of news shedding light of the Gaddafi-Sarkozy relationship before the French President choose to attack his former ally, is March 16, 2012, interview with the son of Gaddafi for the Television station of EuroNews. Saif al-Islam did survive until now and has not been silenced yet, though he may use some of his knowledge first of all to protect himself. If he ever will face the International criminal Court in The hague, remains doubtful.

21011 March 16, Saif al-Islam: “Sarkozy must first give back the money he took from Libya to finance his electoral campaign. We funded it and we have all the details and are ready to reveal everything. The first thing we want this clown to do is to give the money back to the Libyan people. He was given assistance so that he could help them. But he’s disappointed us: give us back our money. We have all the bank details and documents for the transfer operations and we will make everything public soon.”

RUFMORD op Elsbeth Etty met als motief een boekje met 94 pagina’s “ABC van de literaire kritiek” dat oktober 2010 door Marja Pruis van De Groene “een gelegenheidsboekje” genoemd werd. De roepmoordenaar is een academicus die ieder woord dat hij op schrijft zelf heeft uitgevonden. Jammer dat de boeken van de moordenaar Hoogleraar Nederlandse Letterkunde Jos J. door het feit dat al zijn tekst volstrekt uniek is voor buitenstaanders (dat is iedereen behalve hijzelve) niet leesbaar zijn. Jos J. beticht – in een radio-interview, zal wel – Etty van het overnemen van twee paragrafen en het citeren van Wikipedia zonder het gebruik van aanhalingstekens en geeft dit als motief voor zijn kwaadaardige daad.

Als ik eerst even wat overschrijven mag uit de Wikipedia Rufmord = ‘das Aufstellen ehrverletzender Behauptungen über eine Person, obwohl bekannt ist, dass sie unwahr sind’. ‘Karaktermoord’ zouden we kunnen zeggen in het Nederlands, en ik geef toe, dat woord heb ik niet zelf verzonnen. Wat mij zo ergert aan Jos J. is de impliciete claim op ‘oorspronkelijkheid’ in hogere academische kringen, alsof vrijwel alles wat door de academische fabriek geproduceerd wordt ‘origineel’ zou zijn, in plaats van enkel een herconfiguratie van dat wat al eens op een andere manier gezegd is.

In ons tijdperk van onbeperkt lijkende opslag, doorzoekbaarheid en beschikbaarheid van kennis, is iedere stolsel – in een ouderwets boek – niet meer dan een momentopname van dat wat een ‘combinatorische kennismachine’ – die Gottfried Wilhelm Leibniz al in het jaar 1690 voor ogen zweefde – met een intelligente bediener aan de knoppen kan voortoveren. De ‘digitale ars combinatoria’  en daarbij behorende zoekmachines zoals multinational Google en Apple, enzovoorts ons nu in de schoot werpen, hebben het begrip ‘plagiaat’ zelve ondergraven. Hoe meer er opgeslagen wordt, hoe beter de zoekmethoden zijn, zowel op gebied van tekst als beeld (en tegenwoordig ook geluid), hoe meer het kernbestanddeel van het begrip plagiaat (“het doet voorkomen alsof dit zijn eigen oorspronkelijke werk is“) verdampt.

Milan Kundera observeert het al in zijn roman uit 1988 ‘Onsterfelijkheid’, maar dan voor menselijke wezens: “er zijn minder gebaren in de wereld dan dat er individuen zijn”  waaruit hij dan de paradoxale conclusie trekt dat “een gebaar meer individueel is dan een individu.”  (*) Zo zoeken schrijvers zich klanken, woorden, zinsneden en rijgen die tot paragrafen, knippend, plakkend, aaneengesmeed, tot wéér een boek, waarbij de ‘oorspronkelijkheid’ van het geschrevene – per definitie – aan meer dan één schrijver toegedicht moet worden. Is ‘oorspronkelijkheid’ en de superlatieve vorm daarvan ‘genialiteit’, dikwijls niets anders, dan de kunst van het dusdanig herformuleren dat gebruikte ‘oorsprongen’ aan het oog onttrokken zijn?

Als we de gehele academische productie eens door een volautomatische tekstvergelijkings-machine zouden halen dan weet ik wel zeker dat aan de uitvoerzijde gemerkt met het woord ‘plagiaat’ de grootste hoop gepubliceerd materiaal te vinden zal zijn. Niet voor niets was in de 18e eeuw bij wijsgeren vaak ‘de aap’ het symbool van kennis. Naapen is en blijft de basis van onze technologie en wetenschap!

“Over de aap van de natuur, of de historie van de technologie van macro-cosmos" - titelpagina van Robert Fludd's "Utriusque Cosmi Historia, Tractatus Secundus de Naturae Simia Sue Tecnica Macrocosmi, Frankfurt, 1624. de Bibliotheek van Ritman in Amsterdam heeft/had een exemplaar.

Het boekje van Etty hoefde ik voor dit betoog niet te lezen, maar ik beloof het later -staande in een boekhandel – nog wel even door te nemen, gewoon met het boek in de hand en zonder een computer die alle verdachte paragrafen in de Google zoekmachine gooit, zoals Hoogleraar Jo J. stiekum thuis gedaan heeft toen hij zijn moordaanslag op Elsbeth Etty voorbereidde. Of, zou Jo J. onderstaande handige applicatie – The Plagiarism Checker – gebruikt hebben voor het smeden van zijn moordwapen?

Was het motief wellicht niet meer academische kinnesinne en andere ‘streberigheid’? Universiteiten zijn – naar mijn eigen jarenlange ervaring – slangennesten en als je zelf niet gebeten wil worden moet je vooral eerst een ander bijten.

Zojuist weer gesignaleerd aan de oever van de miljardenvijver van het Catshuis de wilderscanard, sterk vergrijsd, maar nog niet in de rui. Het twitteren is hij klaarblijkelijk nog niet verleerd. Overigens, het is een geringd exemplaar, zodat we vast kunnen stellen dat hij dezelfde unieke code PVV-no.1 heeft als het fel blonde exemplaar dat nog tot voor kort parmantig op het gazon bij de Catshuisvijver paradeerde. De Wilders Twitteraar Canard: een lamme eend met watervrees (‘a lame duck’) (*)

Het gouvernements eendenpaar na 70 dagen snorkelende mediastilte : "Waar is ie nu, die Wilders Twitteraar?"

Een nieuwe twitteraar is zojuist geland bij de miljardenvijver van het Catshuis, het lijkt wel een 'roerdomp', of zou het toch een 'roemer' zijn? Overigens 'roemers' behoren tot een soort die niet altijd de openbaarheid zoeken. Zij weten hun eigen nest goed te camoufleren, waarbij hun rode snavel soms in de borstveren gestoken moet worden om niet door de aasvogels van de pers ontdekt te worden.

Een weinig vleugellam daarom wat later is hier dan een 'gallus nudus' (een kale haan) die zich ook naar het troebele water van de miljardenvijver van het Haagse Catshuis gespoed heeft: "wij weten alles van kortwieken" laat ons daarom alsjeblief meebezuinigen. Het is niet zeker of dit citaat getwittert is of dat het de status van een 'desgevraagde mededeling' heeft of meer van een 'monologue intérieur'.

Plof.. er valt iets op het gazon bij de miljardenvijver, dat moet de pechvogel zijn die eerst zijn kenmerkende lied afratelt "didel joho klink zijn lied, didel joho klink zijn lied, didel johooo en..hen anders niet." Maar éénmaal bekomen van zijn val, herstelt hij zich toch razendsnel en komt met een verklaring die hij altijd paraat heeft: "Wij zijn klaar voor verkiezingen." NRC weet nog meer te melden van de pechvogel: “Pechtold zei dat hij wil dat de afspraken / pakketten van het Catshuis zo snel mogelijk naar de kamer komen. Maar hij zegt niet automatisch te zullen tekenen bij het kruisje." Toch zien wij een kruisje in zijn oog...

Er is één gevederde vriend die luid zijn klagelijke roep uit de snavel stoot waneer hij na 70 dagen ondergedoken te zijn in de miljardenvijver weer opduikt en zich de waterdruppels van het protestant-zwarte vederdek schudt: de StaaijKoet, die niet veel anders weet uit brengen dan dat hij "Teleurgesteld" is omdat toch bezuinigingen een Godsvruchtige taak is en omdat de Staatskas boven alles gaat, buiten dan "Oranje Boven. Dat laatste blijft ongezegd, maar is manifest in de fel constrasterende kleur van bek en zwempoten...

De sapkikvors staat bekend om haar lange adem die het mogelijk maakt om dagenlang zonder boven te komen diep in modderig water te vertoeven, zo kwam het dat zij nu pas aan het oppervlak van de miljardenvijver van het Catshuis verscheen met een orakelachtig gekwaak..

Slapend waakzaam zijn dat is het kenmerkende aan de slobgans -hier in éénpotige ruststand bij de miljardenvijver van het Catshuis. De slobgans weet geduldig te wachten tot het juiste moment gekomen is. In die zin lijkt hij veel op de verwante rouwvoet gansen. Beiden gansen soorten schuwen het gezelschap van gouvernementseenden niet.

Het inzetje “meeliften niet strafbaar” toont een politieke prent uit 1951 van de tekenaar Jordaan voor Vrij Nederland, waarbij er ook sprake was van het  ’meeliften’ van een kleinere partij (de CHU 9 zetels) met een coalitie van grotere partijen (KVP 32, PvdA 27, VVD 8). Destijds was de metafoor nog de bagagedrager van een fiets, tegenwoordig – klaarblijkelijk – “de achterbank” van een auto. “Niet onderhandeld met de SGP op de achterbank”, zegt premier Rutte tegen de pers anno 2012.

Francisco Franco's HAUNTING Tableau de Troupe with the ducks he did shoot in 1949 and the Governmental map by the Ministry of Justice of the approximate 2000 graves with victims of the Civil War and mind you Franco is rightfully the symbol of the mass violence perpetrated, but not the only perpetrator, atrocities and massacres have also been committed from the Republican side... the debate about numbers is as always not easy... I will detail that debate on my blog... this is the simple tableau that comes with it and that came into existence today by association with the HUNTING pictures of Spanish King Juan Carlos and the elephants that were shot in his name...


Note: During the hunting holiday of the Spanish king a grand son is said to have shot himself by accident in the foot; under what circumstances the elephants finally landed into the tree remains unclear; the picture of General Franco is taken in 1949 while he was hunting ducks in earlier days he also was hunting other species…like anarchists, socialist and those associated with them; the 1936 photograph of Robert Capa of the death of Federico Borrell García a republican soldier fighting the insurgent Franco troops, has been debated with opinions differing from being staged, to an accidental enemy shooting when Federico stood up to pose for Capa; the picture of the king with the elephant has been taken on an earlier Botswana safari trip  - Jeff Rann of Rann Safari at the left Juan Carlos at the right – according to the elephant protection campaign web site elephantjournal.com, which gives interesting details on the economics of such hunting parties. Murdering animals for pleasure is not a new hobby to Don Juan Carlos. The 74-year old monarch has 50 years of experience (almost his entire adult life) hunting elephants, bears, wolves, leopards… you name it. According to The Guardian, he paid 7.000 Euros in 2004 to shoot a European bison —one of the world’s most endangered species (approximately 1.600 left)— during a trip to Poland.

 And the rest of his hunting deeds could easily fill up a second or third memoir. I’d suggest “How to Rule the Wilderness in Two Easy Steps” as a title.

 Step 2: Kill it.

 Rann Safaris, the king’s hunting ally in Botswana, has deactivated today both its website and the Facebook page, where several photographs of the king’s hunting adventure with the company had been previously posted.

 But the shocking video of their bloody trails is still spreading around the internet, like a dark shadow of what man—with money, a gun and no compassion—can do to nature, animals and, ultimately, to himself.

This concession boarders CT1, Jeff Rann’s current concession where Rann took an 86 x 83 lb elephant second highest auctioned price per elephant and is close to 2 million acres stretching from the Hwange Game reserve on the Zimbabwe border to CT1 & Nxai an 80lb elephant in this concession in April this year.

Catshuis = the official residency of the Prime Minister of the Netherlands – Mark Rutte – in The Hague where negotiations about “draconic budget cuts’ of the Dutch government are entering now their second month in what is called a ‘total media silence’ leaving the whole nations at odds what is being brewed there in the name of democracy. The government coalition of liberals (VVD) and christians (CDA) is a minority cabinet that needs the votes of the PVV party of Geert Wilders +  a small conservative protestant party (SGP) to have the minimal half + one number of votes to pass any decision they make through parliament. During these negotiations the PVV of Wilders did lose one of its seats to a PVV member of parliament that split off  and kept his seat. The democratic majority that can be wrought for any proposal is minimal by now. During the long negotiations one of the rumours that fills up the ‘media silence’ almost each day, was that the PVV of Wilders was on the brink of stepping out of the negotiations which could have lead to fall of the government. Wilders who is known for communicating his opinions on one liners on twitter, propelled back a denying message  that this was the “biggest canard of the year” (De grootste canard van het jaar). The whole of the Netherlands is still waiting since the beginning of March 2012 for the outcome of these endless budget-cut negotiations and they start to wonder about the negotiators themselves, are they “lame ducks or canards?”

For years I am on the mailing list of the Israeli Peace movement B’Tselem, as I also frequent several Palestinian human rights web sites…and this week there was this instructive Passover discussion manual in my email box from the American section of B’Tselem. It inspired me to make this simple tableau:

LEFTOVER FROM PASSOVER

You shall eat no leavened bread with it; seven days you shall eat matzos (*), the bread of affliction; for in haste did you come forth out of the land of Egypt; that you may remember the day when you came forth out of the land of Egypt all the days of your life. —Deuteronomy 16:3

Below the text from the B’Tselem email mailing list, just to show another facet of the conflict that is often hidden in over-simplified pro and contra positions. One does not need to fully support these arguments, that is not my reason to post them here, it is important to know that such reasoning and willingness exist. Willingness to overcome the generation long ‘stalemate’ in a land that has for long diverted the streams that channel the ‘flowing of milk and honey’:

Are you tired of your uncle depicting you as the “wicked child” at the Passover Seder table just because you are willing to ask the tough questions about human rights in Israel and the occupied territories? I know I am. But the answer is not to become the “silent child.”

B’Tselem has you covered with some answers. Here are our “four questions” and the answers that will make you the “wise child” at your Passover Seder: (If you are celebrating Easter or just enjoying the early spring, these answers will be helpful too)

1. Why do you call it “occupation”?

There is an international consensus that the territories that were captured by Israel in the Six Day War in 1967, including the West Bank and East Jerusalem, are occupied territories. This is also the US official position under all administrations since 1967. Even according to the Israeli domestic law, the West Bank (or “Judea and Samaria”) excluding East Jerusalem, remains under the sole control of the Israeli military. Only the Israeli military commander via military orders makes law. Any development – be it trash collection or city planning – is done under the authority of the military commander. There are those who claim that the West Bank is a disputed territory. However, there is no dispute that the legal framework, as well as the daily reality governing the West Bank in the last 44 years is one of military occupation.

2. What’s wrong with the settlements?

Despite the fact that international law states that an occupying country is not allowed to transfer its population to an occupied territory, there are over half a million Israelis living beyond the Green Line. The majority of human rights violations in the West Bank are a result of such Israeli enclaves and include extensive exploitation of land and water, massive military presence to protect those Israelis, a network of roads paved to serve them and them only, and the separation barrier, the route of which was largely dictated by the settlements. A radical fringe of settlers remains a source of friction and violence.

3. The Palestinians control their own lives – don’t they have their own government and president?

The Palestinian Authority (PA) was established in 1994 as an interim body – it is not now nor has it ever been a sovereign government. The interim period was supposed to end in 1999 with a permanent status agreement. As a result of the failure to achieve a peace agreement, however, the interim arrangement continues today. In this agreement, Palestinians have control over civil affairs in the 40% of the West Bank that was defined as Areas A and B. Israel retains complete control over the remaining 60% of the West Bank – and security control of the territory as a whole. Because Areas A and B are islands within Area C, Israel controls all movement throughout the West Bank, as well as urban development of the whole territory, the taxation system, the ability to travel abroad, the water resources, and many, many other spheres of life.

Since the 2005 Israeli withdrawal from Gaza and Hamas’s takeover of the Gaza Strip in 2007, the Israeli military does not have control on the ground in Gaza. However, Israel still largely controls the borders, airspace, and sea access around Gaza, and also its population registry, tightly limiting export-import and the movement of people between Gaza and the West Bank.

4. How can Israel ensure its own security without control over the occupied territories?

No one can deny Israel’s security challenges. The first obligation of a state is to protect its citizens, and Israelis have been subjected to horrific attacks over the years, one particularly terrible attack killed thirty people sitting at the Seder table, in 2002, and injured another 160. Within this difficult reality it is crucial to understand what are necessary and legitimate security measures and where security concerns are exploited to advance other agendas. This is the crucial role of government watchdogs like B’Tselem, which have documented violations of Palestinians’ basic rights by abusing legitimate security measures. In fact, there is no real contradiction between respect for human rights and ensuring security – and both are in the best interest of Israel’s citizens.

So, why is tonight different than any other night? Because tonight, you are leading an honest discussion about the challenges we face in achieving a just and democratic State of Israel. The negative image of Surinam as a country where ‘rule of law’ is not properly practiced has last night once more been established. With a vote of 28 for and 12 against a new law that grants amnesty to those involved in the political murder of fifteen Surinam citizens in December 1982 (Decembermoorden), has been approved, after three days of fierce debate. The persecution of this crime committed in 1982  has been delayed for three decades now. Those murdered were fifteen citizens playing a public role in Surinam society, from lawyers and trade union leaders  to journalists and military men (*). Their supposed attempt at a contra-coup against the newly established military regime by a group of rebelling sergeants of the Surinam army in February 1980, has never been established.

Only in the last years a slow juridical process by a Military Tribuna, trying the accused, had been started and this was going to come to a conclusion finally this month, April 2012. The  special amnesty law for those involved in the December Murders of 1982 has been proposed very recently only. One of the accused is the actual president of Surinam Desi Bouterse, who has always denied having had direct involvement in the summary execution of the fifteen, though he has admitted (in 2007) that he – as a state leader of that time – carries political responsibility for the murders. On March 23, 2012, another of the suspects in the process who was part of the rebel sergeant group in the early eighties of last century, Ruben Rozendaal, made a new declaration to the court stating that Desi Bouterse had also personally taken part in the execution, killing two of the victims. In such circumstances, after all those years and fights of the relatives of the victims for justice to be done, this amnesty law was proposed and passed the parliament, signalling the negative state of the rule of law in Surinam.

The president of the Republic of Surinam Desi Bouterse has thus evaded to be tried by a Military Tribunal, a tribunal that is supposed to lay down its work directly after the Amnesty Law for the 1982 December Murder comes into force. Amnesty commonly means ‘pardon for people who have been convicted of political offences’. The word ‘amnesty‘ comes form the Greek word ἀμνηστία (amnestia) meaning ‘oblivion’. One thing is certain: a state of forgetfulness about the December Murders 1982 will not occur, on the contrary, with justice not done the December Murders will remain a negative element in Surinam society as long as those involved – in whatever way – are still alive. The argument for having this new amnesty law were a need for ‘reconciliation’ within Surinam society, the opposite has been wrought.

Januari 2001 publiceerde de website Management Team een interview van André de Vos met de toenmalige burgermeester van Maastricht Gerd Leers. Een interview dat nooit echt tot de gecanoniseerde biografie van Geerd Leers is gaan behoren, terwijl het heel veel inzicht verschaft in de persoon van deze niet van het podium te boksen ras-bestuurder. Een krantenkop in De Volkskrant van enkele dagen terug bij een artikel van Pieter Sabel

Leers herhaalt in surreëel woordenspel dat hij Mauro-misverstand ‘betreurt’

deed mij nog eens terugkeren naar dat interview van ruim tien jaar geleden….

Is er een methode-Leers?

“In één woord? Duidelijkheid.”

En in wat meer woorden.

“Dit is uw probleem, dit is onze oplossing. Wat u ziet, is wat u krijgt. Duidelijkheid. Er is een enorme kloof ontstaan tussen burger en politiek. De burger draagt een helder probleem aan en vraagt de overheid om een oplossing. Vervolgens wordt dat probleem door politiek en ambtenaren vervormd tot een onherkenbaar iets. Ambtenaren halen er van alles en nog wat bij. De politiek sluit compromissen. Er wordt eindeloos gepraat en overlegd en dan komt er een oplossing uit rollen waarvan de burger denkt: ‘Wat heeft dit met mijn probleem te maken?’”

Praten en overleggen, het geheim van het poldermodel.

“Ja, daar moeten we dus van af. Het poldermodel werkt goed als je tegenstellingen moet overbruggen. Als er problemen moeten worden opgelost, heb je niets aan concessies. “Ik ben vorige maand in de Verenigde Staten geweest. Daar worden de verworvenheden van de jaren zestig en zeventig ter discussie gesteld. Dat gaat hier ook gebeuren. Veel van de onduidelijkheid die de overheid kenmerkt, is ontstaan in die periode. We zijn gaan gedogen, de grenzen zijn vervaagd. Het is goed dat mensen de ruimte krijgen, maar het moet niet doorslaan. Dat Postbank-liedje ‘Vijftien miljoen mensen, die schrijf je niet de wetten voor’. Van dat beeld van een land van milde anarchie moeten we af. Daar krijgen we last van.”

Op welke manier?

“We zijn een tolerant land. Dat kan alleen zo blijven als we grenzen trekken. Doe je dat niet, dan gaan de sterksten in de maatschappij de grenzen oprekken. Dan krijg je de Vinkenslagen, dan gaat de gedachte heersen dat alles moet kunnen.”

Een definitie van wie nu die “sterksten in de maatschappij” zijn wordt in het interview niet gegeven en dat is dan toch een Leerse-onduidelijkheid, zoals blijkt als burgermeesters van alle gezindten in opstand komen tegen zijn dictaat als minister om de ‘zwaksten’ – de tussen-wal-en-schip-migranten – over de door hem getrokken grens heen te zetten.

De reportage gisteravond van AT5 vanuit Paramaribo waarin ook Desi Bouterse die heel gemoedelijk als Opa van de Natie zich tussen het volk op de zondagse vogeltjesmarkt mengde (*) inspireerde mij tot het navolgende nieuwstableau, gebaseerd op de Surinaamse odo (gezegde) “mi na kakalaka mi no abi leti na fowru mofu” (de kakkerlak heeft geen recht in de bek van de vogel). En ja, een goed embleem (zinnepop) kun je op meerdere wijzen lezen en begrijpen.

TRUST NOBODY ELSE

Headlines today “Government plans increased email and social network surveillance” & “US draws up plans for nuclear drones

The ‘eye of providence’, the all seeing eye of god has changed from a religious symbol into an automated digital routine available only to the unseen activities of state security agencies and whoever else may get hold of it. The eye of providence can be seen on one side of the seal of the United States in a vignette, on the other side is a picture of an eagle with in its claws a palm leaf and a bunch of arrows, above its head a group of stars within a nimbus of a great explosion. The seal is also depicted on a one dollar bill. It is as if this emblematic symbolism is now materialising with the advent of ‘social network surveillance’ of the internet and the global remote controlled spying systems, complimented by unmanned aerial vehicles that can both see and destroy what is classified as ‘the enemy’.

“IN GOD WE TRUST” is written with capital letters on the dollar note and we may wonder what the meaning of this sentence is now-a-days. Are we – the supposed creatures of God – to be trusted or not? Who is in fact the ‘WE’? The issuer of the bank notes? The state?  Should it not be ‘we’ from ‘we the people’, us practicians of TRUST. Trust that forms the basis of any form of community? From friendship and love to commune and society?

‘TRUST NOBODY” may become the adage of our age by spectacular enlargement of the exceptions and negations of  the general ‘good willingness’ that keep our societies up and running most of the time. The derailment of one or just a few is used to impose one draconian measure after another, punishing those who had no part whatsoever in acts of deceit and violence. We are facing infringement upon infringement by politicians and state authorities of ‘civil liberties’ won after centuries of struggle.

The success of digital social media exemplifies not only the success of the commercialism that keeps these systems running, but also expresses the level of trust people are willing to give and expect to receive from others. There is a positive social impulse in it. Governmental digital surveillance plans – as proposed now in the United Kingdom and implemented already in many states that deny their citizens their basic civil rights – harm this social impulse, harm society as a whole.

While all of us are apparently DISTRUSTED by the state we are  asked to TRUST the technology, intelligence and application of military force, used by the same state, all ‘in our name’.

War is not anymore necessary to create a battlefield. The integration of networked information systems, with real time remote sensing surveillance, will bring war to any home in the world classified as a legitimate target. The virtual and the real will be seamless integrated. Google-StreetView encompasses Google-BattleView. Constant intelligence from landline and mobile phone, Facebook, Twitter, Email, SMS, Chat and any other digital social media, is laid out on multi-dimensional grids, by automated algorithms, with only the parameters set by humans. We are supposed to trust the formulation of these social control and security algorithms. We are supposed to trust the interpretation of potentially alarming data. And now, with the newly announced system of nuclear driven permanent drones patrolling the skies, we are meant to trust not only the proper – supposedly pinpoint – summary executions delivered by these devices, but also the constant well functioning of the nuclear energy generators build into these unmanned aerial vehicles of death.
